Energy Efficiency Consultancy and Programme Management (SBC/2021 -0906)

Tender description

The Council are engaging with this supplier, who are a collaborative partner for Scottish Borders Council, to provide consultancy and to manage the the Energy Efficient Scotland Area Based Scheme Home programme for private sector households. Lot 1: Changeworks is uniquely placed to provide objective support towards the development of energy specific elements of housing strategy, investment and advice. The current arrangement with Changeworks allows the Housing Strategy Team access to a network of expertise, including technical support, statistical analysis, advice, communications, and behaviour change and policy development. There are other benefits, such as Changeworks being an impartial organisation able to carry out research and gather householder feedback on Council led energy efficiency projects. Additional information: The relationship between the Council and Changeworks has allowed the Council’s energy efficiency objectives to be met and has been a significant factor in achieving the levels of funding coming down to the Borders, without which the Council does not have the skills nor capacity to undertake this alone.
