Tender description
Coventry City Council (CCC) is responsible for the collection and disposal of all household waste arising within the boundaries of the City. In addition, the Council operates a successful commercial waste service and waste transfer station.Domestic waste collections in the City are currently carried out fortnightly for general household waste, dry mixed recycling and commingled food and garden waste. The Council is looking for a contract for the Inert waste and hardcore produced through its activities and accepted at the city’s Household and Waste Recycling Centre (Lot 1.). The treatment of mixed food and garden waste collected from its kerbside collection service (Lot 2.). Food waste (Lot 3.) only and Garden waste (Lot 4) only to form part of this framework agreement. Lot 1: Hardcore and Inert Waste Tenderers are invited to tender for single or multiple lots and the intention is that this will be a multi-supplier Framework. Lots may be awarded to more than 1 supplier and the Council may decide not to award a lot after evaluating returns. Coventry City Council can confirm that Lots 1 and 2 are required by the contract start date. Lot’s 3 and 4 may be required during the life of the framework agreement. The tender processing facility would be located within 10 road miles and/or 35 minutes (in a 26 tonne RCV) drive of CV3 4AR (centre reference point) as determined by CCC using local knowledge of road restrictions. The Councils preference is to deliver direct to site within the above boundaries. If the Tenderer has a facility outside of these boundaries, but you have a transfer station facility which would allow you to operate within the above parameters, you may bid on this basis and provide full costs. Lot 2: Commingled food and garden waste Tenderers are invited to tender for single or multiple lots and the intention is that this will be a multi-supplier Framework. Lot 3: Food Waste Coventry City Council (CCC) and Solihull Metropolitan Borough council (SMBC) do not currently undertake dedicated food waste collections. It is possible that in the future a dedicated food waste collection may be implemented for household’s by CCC and SMBC. The site must have the ability and capacity to accept food waste from an individual or both authorities at any time during the contract period. However, at this stage no such plans have been confirmed but could be required during the term of this contract. If a separate food waste collection service is implemented collections could be fortnightly or weekly for up to 52 weeks per year and would reduce the amount of waste that would be disposed of through the commingled food and garden waste contract. Recycling Methods and licencesThe Council may consider appointing a supplier(s) who has a site which is not yet operational, but which does have a licence granted and the necessary planning approval in place. Should this lot be required, licences and accreditation should be in place prior to deliveries commencing and would need to remain in place for the remainder of the contract. The Council would give the successful supplier(s) a notice period of at least 3 months on commencement of deliveries. Lot 4: Garden Waste Coventry City Council does not currently undertake dedicated garden waste collections.Separate garden waste delivered through the current contract consists of material collected through the councils HWRC, commercial, cleansing and maintenance activities via the council’s waste transfer station.Garden Waste from the HWRC and transfer station is delivered using 35 cu yard RORO vehicles. If in the future a separate food waste collection service was implemented in the city dedicated garden waste collections may be introduced significantly increasing the quantities of garden waste delivered. At this stage no such plans have been confirmed but could be required during the term of this contract. If a separate food and garden waste collection service is implemented the corresponding waste would be reduced in the commingled food and garden waste contract.
