Summary of the work To report on use of the Detailed River Network (DRN), Ordnance Survey's MasterMap Water Network and Defra's Earth Observation data within the Environment Agency. Provide recommendations on steps for decommissioning the DRN and integrating the Earth Observation data. Specialist role Business analyst Expected Contract Length Approximately 100 days. The work needs to be completed by end of February 2022. Latest start date Thursday 5 August 2021 Maximum Day Rate £600 Who Speclialist Work With The Environment Agency's National Lead for Data Acquisition and staff who maintain and/or use the Detailed River Network, OS MasterMap Water Network and Earth Observation data. What Specialists Work On 1. Review use of the Environment Agency's Detailed River Network (DRN) and Ordnance Survey's MasterMap Water Network (OSWN) within the Environment Agency to understand requirements for decommissioning the DRN. 2. Review how and where Defra's Earth Observation data is used within the Environment Agency in order to understand requirements for integration. Skills & Experience • Experience of integrating spatial data into systems • Experience of integrating earth observation data into systems • Experience of cloud based processing of earth observation data • Experience of troubleshooting data quality issues • Experience of processing data to create products Nice to Haves Experience of working in the public sector Work Location Horizon House, Deanery Road, Bristol. BS1 5AH. Working Arrangments Although an address has been provided where the work will take place, it is anticipated the individual will work remotely; therefore the individual needs to have the necessary equipment to attend video calls. The successful candidate will need to provide recommendations on the steps we need to take to decommission data and integrate data. The successful candidate will need to understand the challenges we may encounter, especially around cloud based processing of earth observation data; which is why we need to buy-in this expertise. 4. Could you confirm the IR35 status please whether it is outside IR35 or not? The off-payroll (IR35) determination is contracted out service: the off-payroll rules do not apply
