Summary of the work The purpose of this Discovery and Alpha is to better understand the needs and pain points of the public servants who need to use the electronic monitoring service. Expected Contract Length 6 months Latest start date Monday 8 November 2021 Budget Range The maximum budget for this procurement, for both Discovery and Alpha phases combined, is £575,000. Budget ranges for any extension period will be agreed if required. Pricing will be evaluated out of 20% and pricing submission documents will be issued to suppliers who pass Round 1. Why the Work is Being Done Electronic monitoring (known as ‘tagging’) is used in England and Wales to monitor curfews and conditions of a court or prison order. The purpose of this Discovery and Alpha is to better understand the needs and pain points of the public servants who need to use the service. During Alpha, we would like to test and validate ideas for meeting the needs of some or all of the users. Problem to Be Solved There are opportunities to streamline and improve the way the electronic monitoring services meet the needs of its public servant users. For example, at present, the interaction between the electronic monitoring service and probation staff is managed largely through email. We think that we will identify opportunities to create a better and more seamless experience for users through undertaking a user-centred Discovery and Alpha. Who Are the Users As a probation officer, I need to understand what electronic monitoring options are available so that I can propose an appropriate requirement within my pre-sentence report. As a probation officer, I need to specify the type of electronic monitoring I want (for example times, places, maps, hours, days) so that the electronic monitoring service can fit and monitor the tag accordingly. As a probation officer, I need to be alerted to all electronic monitoring violations relating to people I am supervising so that I can assess whether or not this constitutes a breach of a probation order. Existing Team The team will work closely with civil servants and incumbent suppliers of Electronic Monitoring. The Electronic Monitoring Programme is largely delivered through an outsourced service delivery model. This multi-supplier environment is managed by some third-party providers in traditional delivery methods. This work will be managed by Ministry of Justice Digital. Current Phase Not started Skills & Experience • Experience in the development of services from discovery to beta, meeting the government service standard and technology code of conduct • In-depth understanding and experience of presenting clear, compelling, evidence-based recommendations for change, based on primary and secondary research. • In-depth understanding of collaboratively delivering rapid/ iterative prototyping (low to high fidelity) using design systems and approaches • Experience of providing services to build cloud-based web solutions and maintaining accessible web-pages based on user needs. • Experience of building services in NodeJS and Java • User research (in-person) throughout lockdown • Experience of working in outsourced IT environments to introduce modern, user centred practices. • Experience using modern standards to deploy robust cloud-based web solutions that can scale to meet the demand of user needs • Experience of delivering business value and meeting user needs simultaneously Nice to Haves Experience of providing services with a test-driven development, continuous integration and delivery approach Work Location Predominantly virtually, with the possibility of London based physical working, if required. Working Arrangments We would prefer some co-location onsite (as soon as Covid-19 allows), most weeks in order to engage with users and stakeholders, building broader engagement with the style of working (eg through show and tells), and capability building activity through activities such as pair programming/design review. However we also know that remote working is both possible and will also be necessary over the next few months. Security Clearance A minimum of Baseline Personnel Security Standard (BPSS) standard is required. Where access to live production data is necessary, Security Clearance (SC) may also be required. Additional T&Cs The MoJ may tender a separate contract for phases after discovery, which will likely incorporate the outputs of this engagement (in whole or in part). The Supplier agrees the MoJ may disclose or use any part of the services, including any deliverables, in a future procurement. If the Supplier is an incumbent under a Contract, at the time of any future procurement, the Supplier may be requested to enter into an ethical wall agreement. There may be scope to undertake additional work as required, requiring the same team/ staff roles, which would be called off under separate Statements of Work. No. of Suppliers to Evaluate 4 Proposal Criteria • Evidence the proposed team’s experience with user focused design methodologies which demonstrate a robust approach to service design and development • Demonstrate practical experience of working in the UK central government ecosystem or equivalent • Demonstrate experience of delivering national services against the Government Digital Service Standard and Technology Code of Practice • Demonstrate in-depth understanding and experience of presenting clear, compelling, evidence-based recommendations for change based on primary and secondary research • Demonstrate how you will apply strong stakeholder management skills with the ability to communicate design and technical concepts to a lay audience of senior stakeholders to this project • Explain and clarify how this approach will meet our goal • Demonstrate how you will draw on your experience from a similar project to successfully execute this project • Provide an example team structure including skills, experience, responsibilities in this approach and relevance of individuals, and explain you will ensure the team deliver their responsibilities throughout this approach • Provide examples of how you have identified and taken ownership of risks, issues, and dependencies and how you have managed their mitigation and resolution • Demonstrate how you will deliver value for money throughout this project, across both Discovery and Alpha phases Cultural Fit Criteria • Work as a team with our organisation and other suppliers • Be transparent and collaborative when making decisions • Have a no-blame culture and encourage people to learn from their mistakes • Take responsibility for their work • Develop and share knowledge, experience and good practices and processes with team members and the wider service.
