Summary of the work Transformation through appropriate, strategic digitisation in order that women, children and families are enabled and empowered to take the lead in their pregnancy or health journey. Primarily through the creation of Digital Personal Health Records in which women, children and their families can interact with information and potentially service providers. Expected Contract Length 18 months Latest start date Monday 15 November 2021 Budget Range Maximum budget for discovery and alpha is £4,500,000.00 Why the Work is Being Done The NHSX Digital Transformation team supports the health and care system to realise the benefits of digital, data and technology to deliver better end to end services for their users and the professionals who deliver them. We support and enable teams across health and care with the design and delivery of simpler, faster and better end to end services. We also build capability to help all relevant teams and organisations to understand why and how to deliver user centred digital and technology enabled services. Problem to Be Solved Delivery of Digital Child Health solutions to ensure that information relating to the digital child health pathway is captured electronically and shared with those who have an active interest in the data. Delivery of the Digital Maternity solutions to ensure that information relating to the maternity pathway is captured electronically, shared with those who have an active interest in the data and put in the hands of the mother. Who Are the Users As an expectant mother, then mother (or other family member) I need to track the progress of my pregnancy then my child’s development, so that I have a digital record of all relevant health information including: appointments, key dates and milestones. Work Already Done A phase of work for the Digital Child Health programme took place during 2019/20 and partially into 2020/21. This work did not deliver the required outcomes and was subsequently closed before the current programme was opened. There is collateral in existence for the programme including user stories, national systems and system supplier engagement. For Digital Maternity, a programme of work was planned which produced a specification for a maternity services data set for secondary uses. A wider programme was envisaged but was never initiated. Existing Team An NHSX led, mixed team. Including representation from: NHS Digital, contractors, agencies and other stakeholders. Current Phase Discovery Skills & Experience • Demonstrate successfully leading strategic, user-centred design work to understand the end-to-end lived experience of users and the professionals who deliver services. • Demonstrate experience of using service design or user research insights to influence long-term organisation strategy or the approach of senior/board level decision makers. • Demonstrate a full understanding and demonstrable experience of a wide range of research and design methodologies for designing high-volume digital services which have a diverse mix of users. • Demonstrate an ability to scale the team to lead on further discoveries or alphas alongside existing discovery and alpha projects (with appropriate notice/agreement of work packages). • Demonstrate recent experience (within the last 2 years) of designing and prototyping digital services that meet NHS and/or government service standards. • Demonstrate recent (within the last 2 years) experience of recruiting a diverse workforce and promoting a supportive and inclusive culture. Nice to Haves • Demonstrate understanding and previous experience working with health, social care or local government services. • Demonstrate understanding of when and how to use different types of and fidelity of artefacts and prototypes to validate concepts and communicate and get buy-in from a range of stakeholders. Work Location Remote working with potential meetings in Skipton House, London or Quarry House, Leeds. Working Arrangments A flexible approach is required to meet the needs of each individual project and programme on a SoR (Statement of Requirements) basis. Work may be carried out from multiple locations including the Supplier’s offices. Attendance at NHSX offices in London and in other locations around England may be required for meetings. Given the potential impact on local services over the next few months, user research and design activities might need to be carried out remotely. Is there an existing platform that this digital solution will be built upon or does a new platform require construction? NHS Digital platforms are under review. The final set of solutions are not entirely within the gift of the NHS. This programme involves working with third party maternity and child health system suppliers, along with the developers of apps and other front end interfaces for pregnant women, children and families. 5. Based upon previous work, can you share the likely integration complexity anticipated to get to and through Alpha? Work done to date was not detailed or complete enough to make that assessment. 6. Will the team be required to conduct all business change activities as part of this transformation? Not all business change activities. Some will be handled by NHSX. 7. For Alpha, is it envisaged that there will be a restricted initial user base, one trust, for example? the initial work package will be for discovery, which will help inform the user base. It is unlikely the user base will be restricted to one Trust. 8. In regards to Q3 can you please define what you class as “high volume” Something of equivalent volume to the requirement, i.e. the population in England who are stakeholders in Child Health and Maternity. 9. A recent market engagement was undertaken including an RFI, how is this informing the technology selection and have any decisions already been taken on products? The RFI was to understand the maternity system and front end interface landscape. This programme involves working with third party maternity and child health system suppliers, along with the developers of apps and other front end interfaces for pregnant women, children and families. NHSX are not selecting products, that is within the gift of the NHS Provider Trusts. 10. Can you provide more detail on the leadership and structure of the existing team – which disciplines are represented e.g. Product, User Research, Delivery Management etc? NHSX will be leading a blended team of NHSX, NHSD, NHSE/I, PHE and others including third party suppliers. NHSX will provide the programme leadership including: senior programme management, lead architect, lead service designer, lead user researcher and senior implementation lead. The delivery partner we are looking to procure for discovery and alpha will provide the architecture, service design, user research and business analysis capabilities. A separate delivery partner is being procured for PMO and delivery management. 11. What information is available for us to base our recommendation on the technical solution – is there an existing technical stack in place? And will there be enough information available to provide this ahead of Discovery or shouldn’t this be an output of Discovery? Output of discovery. Part of the specified discovery work package will be to assess any collateral that exists. 12. What were the limitations and shortcomings of the Digital Child Health programme that led to its discontinuation? The scope of the Child Health aspect has changed since the previous work was undertaken. 13. Where will patient data be stored? Will it be centrally held or in individual trusts/ICS? Where will the system be hosted? NHS Digital will be building the infrastructure to facilitate the ability for patient data to be viewed by approved persons anywhere in England. The successful supplier will provide expertise in making a joint technical decision with NHS Digital partners. the final decision will be informed by the discovery work package. 14. Will access to existing patient record systems be made available for interoperability? One of the programme goals is to enable fully interoperable digital personal health records, the successful supplier will be required to complete discovery and alpha to this end. 15. What is meant by “potentially” service providers – is this seen primarily as interaction between data and patient? Service Provider = NHS Provider Trusts in this context. At go-live the product(s) may enable patients and clinicians to interact with the data. Subject to the outcome of the discovery and alpha. 16. What was the cause of the failed outcomes, was it technical or process issues? Are there any learnings that can help avoid the same mistakes? Change of scope. 17. Are there existing services/platforms that the solution will need to integrate with eg Foundation Suppliers, NHS App etc Subject to outcome of discovery. 18. Are you able to provide a resource profile of the team roles you require, i.e. not covered by existing team members? Currently theprogramme has 4 main workstreams: 1) future operating model, 2) citizen empowerment. 3) digital maturity 4) patient safety and data. However the successful supplier should take into account that there is a maternity part and child health part to the programme, some of which heavily overlap. 20. Who would be responsible for recruitment of users for research? NHSX, PHE and NHS England & Improvement.
