Liverpool Council ("the Council") wishes to appoint consultants to undertake a study of the demand for Hackney Carriages within the City of Liverpool. This will require a detailed investigation into the structure of the public hire service and how it operates and the impact on the trade of COVID 19. The principal objective is to determine whether there is any evidence of significant unmet demand for Hackney Carriage services and, depending on the result, to consider whether changes are required to the number of vehicle licences approved by the City Council.
