Appointment of Integrated Consultancy Team (ICT) for Consultancy Services associated with Dungannon Park and Ballysaggart Lough Reservoir repairs

Background Mid Ulster District Council are the Reservoir Managers (under the Reservoirs Act (Northern Ireland) 2015) for the Dungannon Park Lake and Ballysaggart Lough. As part of the DARD Rivers Agency (now DfI Rivers) reservoir audit, Mid Ulster District Council commissioned Atkins to undertake the Reservoirs Audit and Statutory Inspection Report for both reservoirs. The Reservoir Audit was reported in March 2016 and the Statutory Inspection Report in April 2018. It was subsequently repeated and updated in July 2021. At present, the Reservoirs Act (Northern Ireland) 2015 is only partially enacted and importantly there is no requirement, other than under common law, for Mid Ulster District Council to progress the recommendations. However, it is Mid Ulster Councils objective to become a recognised responsible reservoir manager by DFI Rivers and this requires completion of a number of elements of works. In January 2021 Mid Ulster Council appointed AECOM to provide consultancy services to complete the following; • Flood and Drawdown studies for each reservoir. • Preliminary Assessment of options to upgrade each dam to safely pass the appropriate flood and assess the hydraulic performance. • Provide Training to Mid Ulster District Council staff to allow ongoing monitoring, operation, surveillance and maintenance of the reservoirs as recommended in the Statutory Inspection Reports. • Walkover Survey with Reservoir Panel Engineer to review Statutory Inspection. • Report recommendations (maintenance and monitoring requirements). • Develop an on-site emergency plan. • Investigate and operate the scour and other valves and penstocks at the Reservoir. • Specify and provide design details of survey monitoring points for the each Dam structures. • Specify and provide design details of a water level monitoring gauge at each reservoir location. The above list of items which formed part of the requirements to comply with being a responsible reservoir manager or was a step towards achieving this. Supporting reports and information obtained will be provided at ITT stage. The Economic Operator shall provide the following Services: The commission is for the appointment of a Civil Engineering led Integrated Consultancy team (ICT) to prepare, develop and project manage the delivery of all aspects of the scope of services from RIBA stages 0-7 2020 plan of work, working alongside Mid Ulster District Council (MUDC) staff. The commission will have various “break points” with permission granted by MUDC to proceed to next stage subject to necessary approvals in place. The project involves the following elements of work. • Concept and detailed design work for the refurbishment of both the Ballysaggart Lough Reservoir and Dungannon Park Lake Reservoir. • Design of amenity footpaths in close proximity to reservoirs. • Close out all open issues contained within the 2021 section 10 report. • Take the lead on the liaison with all key stakeholders / Land owners for both reservoirs. • Take the lead on the liaison with the planning authority for both reservoirs. • Procure and project manage the necessary site investigation works for both reservoirs. • Procure and project manage an integrated supply team to complete all necessary construction works and have all works completed within the time set in the section 10 reports for both reservoirs. The professional services to be provided are likely to include the services of a; • Project Manager • Civil Engineer • Reservoir Panel Engineer • Structural Engineer • Mechanical Engineer • Electrical Engineer • Geotechnical Engineer • Principal Designer • Quantity Surveyor • Environmental Consultant • Site Supervisor The appointed Economic Operator will be required to take the lead in all consultations with local stakeholders, supported by Council staff and to obtain all necessary approvals and consents with statutory agencies, including Planning, NIEA, DfI Rivers, DFI Roads, DfC Historic Environment Division and utilities including BT, NIW, NIE, etc. Final designs will be signed off by Council.
