Generation of monoclonal antibodies - follow on study. Under Regulation Reg 6(1)(b)(ii) of the Procurement (Scotland) Regulations 2016, a contracting authority may use the negotiated procedure without the prior publication in the case of a public contract, based on the following justification: Competition is absent for technical reasons (only if it is not caused by artificial narrowing down of the parameters of the procurement and no reasonable alternative or substitute exists). It is essential to use Evitria to generate the two monoclonal antibodies as this is a follow on from a pilot study. Therefore, continuity and consistency is required for the study to continue.
