The National Development Plan (NDP) and Climate Action Plan (CAP) set new targets for public sector energy efficiency and for renovation of public buildings. These supplement and update the targets set in the Public Sector Energy Efficiency Strategy. Public sector bodies (PSBs) are expected to: 1) Improve their energy efficiency to 50 %; 2) Reduce Carbon emissions by 50 %; 3) Retrofit buildings to a Building Energy Rating (BER) of ‘B’ by 2030 and (4) to achieve Carbon Zero by 2050. It is the intention of the HSE to progress with a Pathfinder Programme by using 10 (ten) No. pilot projects at existing HSE facilities to assess and evaluate the various technical, financial options which are appropriate for use in the healthcare sector and to further develop a strategy to progress and deliver a large scale renovation programme across the Top 150 No. HSE sites.
