Tender description

2 Aigburth Drive is owned by Liverpool City Council (LCC) and has historically provided a long term supported housing service for men aged 40 and above with alcohol and other issues. Previously, LCC delivered the service; however it was externalised in October 2017 to The Whitechapel Centre and SHAP to deliver a more focused Harm Reduction Service for people with substance misuse issues. Whilst the support delivered is of very high quality and achieving positive outcomes, both LCC and The Whitechapel Centre agree that the current building is simply not fit for purpose. Whilst alterations could be made to the interior of the building to improve the quality of the accommodation and the size of rooms etc., there is a persistent challenge with the access to the building for people with mobility issues that structural alterations cannot adequately address. Therefore, an alternative building is required to relocate the service to alternative premises. The aspiration is to offer an effective harm reduction service with a range of services, including health and social care, available onsite, in accessible, modern accommodation. In the future, the service may also be accessible to female service users and a wider range of age groups. It is also envisaged that health provisions provided on site may be opened up to the wider public. With future aspirations for the service in mind, Liverpool City Council therefore requires a building with greater capacity and improved accessibility. As such, we ask interested parties to come forward with buildings they believe have potential to meet the future accommodation needs of the Harm Reduction Service. This Expression of Interest is not a formal offer capable of acceptance and only seeks to understand market capability, capacity and interest.
Keywords: Buildings, Property, Accommodation, Harm Reduction
