Summary of the work Construction of a CBR incident Recovery Phase model Expected Contract Length 3 months Latest start date Friday 18 June 2021 Budget Range Anticipated budget is from £30K to £50K Why the Work is Being Done The Department for Environment, Food and Rural Affairs (Defra) has asked Dstl to provide Operational Analysis (OA) support to aid Defra to understand, and plan for, the consumable requirements of Recovery Phase , operatives responding to a CBR incident in the UK mainland. Problem to Be Solved "Defra have requested resilience planning support via the production of a simulation model that can: • determine and quantify the items of CBR-specific consumables, or equipment, that would be required in the Recovery Phase of a credible CBR incident; • determine strategies that can ensure access to these items e.g. through stockpiling, call-off contracts or via strengthening supply chains; • provide initial assessment of these strategies through quantitative analysis; and, • indicate which consumables are causing the most impact on the Recovery Phase time. " Who Are the Users The User of the model will intially be Dstl analysts who will use a simulation model to investigate the procurement strategies available to Defra. Defra would also like to be able to use the model at a later date. Work Already Done An initial set of high-level statements of requirements and potential use cases have been captured. These will need to be explored further by Dstl and the supplier partnering prior to the production of a formal requirements document. Existing Team The supplier will have access to Operational Analysts, CBR Recovery Phase Subject Matter Experts, Simul8 experts and V&V experts within the CBR division at Dstl. Current Phase Discovery Skills & Experience • Provide Experience of eliciting and documenting software requirements • Experience of producing measurable software requirements • Experience of working in complex scientific domains • Experience of writing simulation models in Simul8 • do you hold clearance to OFFICIAL-SENSITIVE level information prior to the start of the project • Can you complete the requirement within 3 months of the contract start date? Nice to Haves • Experience of identifying test cases for software requirements • Previous experience with working to Dstl software guidelines Work Location Development anywhere in UK. Demonstration at Porton Down. Working Arrangments "There should be a kick-off meeting to agree the approach. A teleconference at OFFICIAL-SENSITIVE/or a physical meeting at Dstl Porton Down each weeks should be scheduled to discuss: • Update on technical progress • Progress versus project schedule • Risks/issues • Design documentation and results of model testing and pass/fail of Test scripts The delivery should be • a documented set of requirements • a validated and verified model against these requirement • model documentation • test script design and documentation All documentation must conform to Dstl software guidance. " Security Clearance Due to the short timescale available to the project, staff must be already cleared to work at OFFICIAL-SENSITIVE. Off-site premises will be required to hold OFFICIAL-SENITIVE material. How does this align with the requirement to maintain OFFICIAL SENSITIVE material at their home locations? Is there some sort of audit or checklist that can be done? Working from home will not be permitted, unless your systems are cleared to OS. There will be a Security Aspects Letter (SAL) issued along with the ITT, and also at contract stage.
