Reimbursement of transport costs for a looked after child who resides in Lancashire but for whom Wirral have financial responsibility. Under the "belonging" regs the host authority hs the responsibility of arranging transport then billing the parent authority. Lancashire C.C. did not submit their invoice on a regular basis and have sent in backdated invoices
