Tender description
Brighton and Hove City Council (the Council) are seeking a care and support provider to operate a service supporting four people with cognitive disabilities in four self-contained flats in Hove. The successful organisation will support four people with a range of needs that are likely to include learning disabilities, acquired brain injuries and autistic spectrum disorder and could also have physical support needs and some behaviours that challenge. The aim of the service is to provide supported living to enable people to live as independently as possible and minimise the risk of admission to residential care. Support may be long term or for a shorter period of time whilst the provider helps them transition to a more appropriate setting. The provider will need to demonstrate a commitment to and proven experience of supporting people with cognitive disabilities within a 24 hour supported living setting. Support will be shared across all four flats with Brighton and Hove City Council responsible In order to submit a compliant response to this prior information notice (PIN)/call for competition with negotiation, an organisation must provide evidence of: — provision of successful outcomes in supporting people with learning disabilities, acquired brain injuries and autistic spectrum disorder who may also have physical support needs and some behaviours that challenge. This should include success in: • working with peoples’ strengths and capabilities to prevent their needs increasing and managing changes and fluctuations that may occur due to their health, behavioural, neurological or cognitive needs, • supporting people to remain safe in their homes and communities and managing risks in the least restrictive way, • achieving greater independence and improving health and emotional and mental well-being; — an ability to provide sufficient levels of staff that are have suitable skills, knowledge and training to meet the needs of the population specified; — experience of delivering supported living services in accordance with best practice in health and social care and compliance in all respect with the standards and recommendations contained in: • care quality commission registration requirements, • National Institute of Health and Clinical Excellence guidance; — knowledge and competency in the use of positive behaviour support and person-centred active support. The provider will be expected to complete a service level agreement with the housing association/leaseholder of the properties so as to achieve good liaison between the parties to ensure the effective provision of support services to occupants. The prospective service provider will need to supply the address the support service will be registered with the CQC under in their call for competitions response. The proposed contract length for this service is 3 years with the potential to extend for a further period of up to 2 years if it is deemed appropriate and subject to available budget.
