Summary of the work Support the IUS Programme in the management of the IUS Fixed Voice Secret (FVS) migration in UK & Cyprus, FV(S) Boundary Protection Service (BPS) (O&S); Auto Call Distribution, Fixed Voice Official (FVO) Session Border Controller (SBC) Q20 Migration & Video Conferencing Tech Refresh. Expected Contract Length 31st March 2022 with an option to extend for 6 months Latest start date Thursday 1 April 2021 Budget Range The budget is up to a maximum ceiling value of £790,880 including VAT. This is not a commitment to spend up to this value and the Authority reserves the right to consume at its discretion. IR35 does not apply to this engagement. Why the Work is Being Done We are looking for support for the Fixed Networks (FN) Integrated User Services (IUS) Fixed Voice (FV) Programme to deliver and manage critical outcomes relating to the remaining IUS projects to meet quality and performance criteria within a challenging timeframe (before March 2022). Problem to Be Solved The IUS Programme is in a critical phase of delivery and has been severely impacted by the COVID-19 pandemic, meaning that the programme has fallen behind on its delivery targets by 9-months. However, the programme must deliver its outcomes by the end of the contract period (30 September 2022). Who Are the Users Civilian, Military and contractors within the MOD and wider Defence industry. Early Market Engagement Any work that’s already been done Existing Team IUS Programme and current supplier Current Phase Live Skills & Experience • Demonstrate with evidence recent working experience(s) within last three years of supporting delivery in a large-scale IT Environment / Project (150k+ users) in accordance with APMP/MSP methodologies and principles (10%) • Experience of working within Defence within last three years, demonstrating understanding of Project Manager role and responsibilities, implementation of Agile methods and in-depth understanding of programme and project processes (10%). • Evidence clear understanding/experience within the last three years of managing and monitoring a multi-site migration activity with cross-departmental dependencies; ability to develop migration approach/plan; develop & utilise a tracker(s) (25%) • Provide evidence of the ability to work in a self-structured, project-based technical environment working across all levels of the business. (15%) • Demonstrate recent experience within last three years of using core project management qualifications, demonstrating experience of working within methodologies and principles (specifically APMP/MSP) (15%) Nice to Haves • Demonstrate experience of working with Defence and Defence Partners in last three years, understanding how ICT integrates with military operational posture (15%) • Demonstrate experience of across Defence Joint Service Publications, including specifically, JSP604. (5%) • Demonstrate previous working experience in last three years of through life management capability, specifically service support requirements from ELS to Live service (5%) Work Location Defence Digital, Ministry of Defence Corsham However, at-the-time of-writing, government measures to reduce Covid-19 are in operation and as-such, work should be done remotely and in observance of social distancing and shielding guidance. MOD will continue to observe all government advice in the coming months aimed at reducing the spread of the disease. Working Arrangments Work onsite 4/5 days a week in Corsham as agreed with the Hiring Manager in order to support Programme all of their activities. Currently with Covid19 until the foreseeable future all activity is likely to be remote. Security Clearance Minimum Valid SC clearance must be in place prior to the contract starting and for the duration of the contract. Additional T&Cs Key personnel will require minimum of three years’ experience within the last three years in a Project Management role with a similar sized organisation. Project Management and Administration capability – minimum APMP/MSP Practitioner. More detail will be provided at the tender stage, for suppliers that pass the shortlisting stage. Further contractual conditions may apply, these will be confirmed later in the tendering process. You state in Existing team – IUS Programme and current supplier.Will the current supplier be reapplying? The current supplier is invited to re-apply if they choose too. 2. How many resources and what type of roles are you looking for? We are looking for approximately 4 x Senior, Experienced and Qualified Project Managers/Delivery Managers. 3. What is the structure and size of the existing team? The existing Fixed Voice Team is made up of a mixture of civil servants and contractors. Currently we have 12 PMs and 1 Project Planner – 4 of these PMs are off contract at the end of March 21; this requirement will be replacing those. Additionally there is a Technical Team (4 People), a Telephony Rationalisation Team (3-people) a Site Readiness Team (4-People), a Security Team (2.5 People), Test Team (4-people) 4. Please provide high level detail of what the critical outcomes relating to the remaining IUS projects are? The IUS Fixed Voice Programme area has 18 Projects in the UK and overseas that must be delivered within the current period of performance (between now and the end of the IUS contract in Sep 22). The high level critical outcomes are around all of these projects gaining the relevant assurance & accreditation to then allow them to progress to migration and acceptance into service across both official and secret domains. 5. Please advise why for this procurement it is essential to have experience of working within Defence within last three years? The IUS Fixed Voice Programme is a fast paced, complex area that has multiple dependencies on a number of other fast paced and complex defence programmes that are in various phases of delivery. It is essential that suppliers have recent experience of working within defence in order that they can understand the infrastructure status, terminology, stakeholder priorities, system priorities, hierarchy, restrictions, organisational risks/issues and the processes/procedures that must be adhered to in order to successfully deliver projects into live service. 6.
