Tender description

The Northumbria Safer Roads Initiative (NSRI) is a Partnership consisting of the following organisations:

• Gateshead Council (the Lead Authority)

• Newcastle City Council

• North Tyneside Council

• Northumberland County Council

• Northumbria Police

• South Tyneside Council; and

• Sunderland City Council

The Partnership are looking to implement a suitable qualified and experienced contractor(s) for the supply, installation and maintenance of digital speed and red-light enforcement cameras. The Partnership operates a stock of fixed speed and red-light cameras throughout the Northumbria Police region.

The Partnership Steering Group has decided to upgrade all red light, spot speed wet film and 2 red light/speed on green camera to digital cameras. It is anticipated that there will be an initial requirement for a total of 60 sites, 40 spot speed sites, 18 red light sites and 2 red light/speed on green site across Gateshead, Newcastle, North Tyneside, Northumberland, South Tyneside and Sunderland. This list is indicative, the scope may be added to or removed, depending upon requirement.

It is proposed that the cameras will be Home Office Type Approved Fixed Digital speed cameras with the capacity to have full integration with the Northumbria Police back office systems. The Partnership are looking at all options and are considering either:

• A complete solution (provision, installation and maintenance of both the cameras and the back-office system as a whole), or;

• An arrangement for the provision and installation of the cameras

• An arrangement to maintain both the cameras, back office system as a whole and the link(s) between them.

The Partnership would also expect to see annual servicing included.

As part of this process Partnership is conducting a Soft Market Testing Exercise (SMTE) to establish the level of interest in this opportunity, to gather information and improve our understanding of the market.
Keywords: Red Light Enforcement Cameras, Enforcement Cameras, Speed Cameras, Digital Speed Cameras
