Summary of the work The NHSBSA requires a Delivery Partner to work across Technology, Digital and Data to ensure that the we can realise our ambitions whilst continuing to mature our function. The DDaT functions supports approximately 3000 staff, across multiple sites. These and our Strategy can be found on: https://www.nhsbsa.nhs.uk/what-we-do/strategy-business-plan-and-annual-report Expected Contract Length 2 Years with an Option to extend for 12 months Latest start date Thursday 30 September 2021 Budget Range Our current resource requirements can be expressed as NHS Agenda for Change Roles at Bands 7, 8a and 8b. In year one we anticipate requiring 4 x band 7; 7 x band 8a and 1 x band 8b (a few roles will be for less than the full 12 months); this may vary (+/-20%). We are currently projecting a 25% reduction in year 2 and a further 50% reduction in year 3. We would be interested in commercial models that give us savings and flexibility in financial and contractual terms. Why the Work is Being Done The NHSBSA is an Arm’s Length Body of the Department of Health and Social Care. The NHSBSA technology environment has recently undergone significant change which has ended a long-term IT outsource contract with Capita bringing some services in house and establishing new contracts for others. It has consolidated separate technology functions and built new teams. Maturing these new teams by investing in both additional capacity, new capabilities and modern tooling is now a key feature of our strategy. The architecture team is part of the technology governance function and is seeking to complement its resources to enable rapid progress across a number of key activities. This resource will work alongside us whilst we develop and grow capability from within. The architecture resources required will work across Technology, Digital and Data to ensure that the department can realise its ambitions whilst continuing to mature its function. We have a mixed infrastructure estate with the majority of data and applications residing in the Crown Hosting data centres. However, all new applications and services are being developed for cloud first and public cloud platforms. Problem to Be Solved We are looking for architecture resources in the following categories: Senior Data Architect Technical Analysts Technical Architects Technical Security Managers Technical analysts will support the impacting of new change, supporting evidence gathering for options appraisals, estimating resource impacts & development of non-functional requirements. We also need analyst resource to support the implementation of new tooling, this will require the need to support discovery activity across the IT landscape with data and integration cataloguing. Technical architects will be required to work across the Software Development Life Cycle (SDLC) supporting new digital products within our business lines as well as core technology programmes which are looking to implement EA tooling, Integrations services & Common reference services. This will require skills in product evaluation, high level design, low level design, data modelling and solution assurance. Resources will be required with familiarity across AWS & Azure cloud platforms & Enterprise Integration PaaS. We will require the Senior Data Architect to establish the Data Architecture Domain. This will require a key focus on the definition of strategy, standards and governance. We are looking for a partner to support these services over an initial period of up to 3 years. Who Are the Users This service complies to most BSA users and Stakeholders. This contract will support the delivery of various projects which spans across a number of service users. The Delivery Partner is required to assess costs in accordance with NHS Agenda for Change Rates. Existing Team Our Infrastructure Engineers have an ambitious programme of work, supporting the optimisation of our CI/CD pipeline, designing and implementing the next iteration of our cloud strategy and working with our partners and suppliers to gain greater control and transparency of our cloud utilisation. Work Location The NHSBSA Headquarters are in Newcastle upon Tyne, however we are open to remote working. Working Arrangments The working pattern will mostly be remote working, engaging through Teams and preferably using video as well as voice. As Covid restrictions ease, there is some possibility of visiting sites on occasion; all of our sites are in England and Wales and there is unlikely to be a need to be on-site for any sustained period.
