Summary of the work Discovery to consider how the home buying and selling process can be improved by better use of digital innovation. Expected Contract Length Up to 10 weeks Latest start date Wednesday 1 September 2021 Budget Range Budget range for this requirement is between £80,000 to £100,000 (excluding VAT). Why the Work is Being Done It takes 180 days to move house. Technological improvements have not reduced the time taken. We want to carry out a discovery to: • Understand the extent to which the process is already benefitting from digitisation, those areas where transformation is underway and those where adoption has not progressed; • Identify the barriers to digitisation and how they can be addressed; and; • Build on work previously undertaken and initiatives underway to advise on how Government and industry could work together to encourage digitisation. We want this work to catalyse change and the contractor will need to engage with relevant organisations in developing conclusions. Problem to Be Solved This discovery should explore why the current process is taking longer in spite of technological progress and should identify how we can better leverage technology to demystify the experience of home buying and selling for consumers. We would like to understand how we can empower all users within the process and help them understand where they can affect change. We would also like to understand how to better support industry and Proptech firms to introduce disruption into the process. Who Are the Users AS A homebuyer/seller I NEED a process which provides me with all the information needed to transact at the right time and cost so that I can plan my move. AS A LENDER I NEED a process which ensures that all of the relevant information about a property is available before completion. AS A LEGAL PROFESSIONAL I NEED timely access to and confidence in, the data in order to support my client through the process and exercise my legal duties. AS A REGULATORY BODY I NEED to ensure process/procedure is fair, standardised and maintains the integrity of our members. Early Market Engagement None undertaken. Work Already Done There has been no end to end review of the process, although other government organisations and industry bodies have looked at ways the process can be improved. We would expect the discovery to engage with government and industry and will provide background briefing to help the supplier. We expect the contractor to build upon existing insight and it is crucial the contractor understands what the current/historic/legacy barriers are to changing process and the associated reasons. Recommendations should take a system-wide view that is cross-referenced against the plans of enabling organisations such as. Homes England, HM Land Registry, and Geospatial Commission. Existing Team The successful supplier will work closely with an MHCLG project manager (as service owner) from the Department's Ministerial Group. We will make HMLR and MHCLG subject matter experts available to the team. Current Phase Discovery Skills & Experience • Good understanding of the home buying/selling process and the associated industries, and the challenges faced by all parties. • Experience of user-centred policy design. • Experience of conducting user research. • Understanding Government and proptech’s potential role in influencing the process. • Evidence of delivering to meet the Technology Code of Practice and the Government Digital/Service Standard. Nice to Haves • Evidence of identifying regulatory weakness and ability to influence. • Experience of aligning Government ambitions with private sector goals and associated barriers • Understanding of wider geospatial environment Work Location At present we are working remotely due to COVID-19 so no particular location is required. MHCLG's offices are based at 2 Marsham Street, London SW1P 4DF. There may be a requirement to attend occasional face-to-face meetings. Working Arrangments We expect the supplier to work using Agile methodology. The supplier will also be expected to work openly and engage extensively with industry. MHCLG will make suitable introductions. Security Clearance Please make it clear whether proposed staff have CTC security clearance or not when submitting responses. Additional T&Cs All materials/outputs derived from the contract shall be the property of MHCLG. UK GDPR requirements shall be discussed and agreed with the preferred supplier at the appropriate time. The Parties acknowledge that for the purposes of the Data Protection Legislation, the Customer is the Controller and the Contractor is the Processor unless otherwise specified. Could this be widened to be more inclusive yet relevant to allow more suppliers to offer their services? It is really important to MHCLG that the selected supplier has a good understanding of the current process. We believe this knowledge is vital in order to provide the insight that we need throughout this Discovery. 2. We have a good understanding of how geospatial data can be useful across government. Could you please provide some further direction on how this data is intended to be used in the context of this opportunity? Utilising the advantages of standardised location data could provide the basis for encouraging and adopting new business practice incorporating new and existing entrants. We need to understand how/if this hypothesis could benefit the home buying process. 3. How important is CTC Security Clearance? We hold other security clearances such as BPSS etc? CTC Security Clearance is beneficial, specifically in relation to gaining access to MHCLG’s premises, however it is not essential.
