VEAT - Calibration & Maintenance of Emissions testers and GVTS Equipment incl. BM Autoteknik at DVSA Sites

DVSA wishes to Contract with Tecalemit Garage Equipment Company Limited for the calibration, service/maintenance, repair, and purchase of new of its BM Autoteknik vehicle testing equipment and AVL Emissions Testers. The equipment comprises of, but not limited to; Roller Brake Testers, Wheel Play Detectors, Load Simulators, Emissions Testers, and Headlamp Aim Testers for Heavy Goods Vehicle (HGV) and Public Service Vehicles (PSV) testing and Road Traffic Enforcement Activities. Lot 1: This notice is to inform the marketplace that DVSA plan to, following a negotiated without prior publication procedure, award a contract for the calibration, service/maintenance, repair, and purchase of new of its BM Autoteknik vehicle testing equipment and AVL Emissions Testers. The equipment comprises of, but not limited to; Roller Brake Testers, Wheel Play Detectors, Load Simulators, Emissions Testers, and Headlamp Aim Testers for Heavy Goods Vehicle (HGV) and Public Service Vehicles (PSV) testing for Road Traffic Enforcement Activities. DVSA have used the negotiated without prior publication route to market. This is justified based on competition being absent due to technical reasons (reg 32.2.b.ii). The services are currently supplied under contract with BM Autoteknik who subcontract to Tecalemit Garage Services Ltd for provision of UK engineering services with technical support in the UK from BM. The current contract has been in place for 15 years (10 year + 5-year extension) and was created for the purpose of test lane refresh with ongoing maintenance included within the scope. The contract is due to expire with no option to extend further. A contract is now required for the below period directly with the calibration, maintenance, and repair provider. BM Autoteknik have declined to bid for this requirement with Tecalemit the only supplier with the technical expertise to meet the requirements of the contract. The requirement is for a period of 2 years with the option to extend (2+1+1). Services are required at DVSA sites across the UK including the highlands and islands. The volume of services is expected to decrease, with the removal of assets, during the life of the contract.
