Tender description

Purchase of a high sensitivity low noise ratio isotope ratio mass spectrometer capable of directly interfacing with a high performance liquid chromatography system for the direct online determination of size fractionated unresolved dissolved organic matter in fresh and marine waters. The system will be designed with the supplier such that it will be possible to inject whole waters without prior modification and resolve stable carbon isotopic signatures in real-time. The system should be benchtop to allow for positioning within a standard analytical laboratory Under Regulation Reg 6(1)(b)(ii) of the Procurement (Scotland) Regulations 2016, a contracting authority may award a contract without competition based on the following justification: Competition is absent for technical reasons (only if it is not caused by artificial narrowing down of the parameters of the procurement and no reasonable alternative or substitute exists) Explanation: This is a specialist piece of equipment and there are no other suppliers available in the market to supply this type of equipment in the form factor required. The appointed supplier is the only one that can deliver a system fulfilling simultaneously all the requirements established by the type of experiment to be carried out in the project The principal purpose of the contract is to acquire goods in connection with research undertaken by the University.
