Liverpool City Council is seeking to commission suitably qualified and experienced organisations to provide Housing and Support Solutions for Homeless Households through Temporary Accommodation services (supported housing and hostel provision) that can meet the support needs of a range of client groups that are considered to be ‘socially excluded’. This opportunity is the result of a reconfiguration to maximise availability of Temporary Accommodation provision and capacity in the city within available resources. Following a period of review, development, engagement and feedback which explored the advantages of Tiered Support, a more ‘generic’ and flexible service model has been developed. The service model will fulfil the following key functions: · deliver support to people with a range of support needs who also require temporary accommodation or who are homeless · address the underlying reasons for homelessness of vulnerable and socially excluded people · prepare them for a move into independent accommodation · reduce the risk of repeat homelessness presentations The Contracts will be for a period of 4 years. Liverpool City Council welcomes innovative approaches from bidders, including proposals to offer additional benefit to the Authority from consortia or partnership arrangements. Lot 1: Housing Support Solutions for Homeless Households Tier 1 - Lot 1 Generic service for single homeless people - 24 hour supported housing - all ages Lot 2: Housing Support Solutions for Homeless Households Tier 1 - Lot 2 Generic service for single homeless people - dispersed accommodation Lot 3: Housing Support Solutions for Homeless Households Tier 1 and Tier 2 - Lot 3 Tier 1 - 24 hour supported housing for 16 - 21 year olds Tier 2 - 24 hour supported housing for high risk/high needs 16 - 21 year olds Lot 4: Housing Support Solutions for Homeless Households Tier 2 - Lot 4 24 hour supported housing for high risk offenders 24 hour supported housing for other highrisk/high needs individuals Lot 5: Housing Support Solutions for Homeless Households Tier 3 - Lot 5 24 hour supported housing for people with multiple and complex needs 24 hour supported housing with integrated care and support for people with multiple and complex needs
