Tender description
Summary of the work PC lead supports the PM with delivery of a move to pre-emptive Event Management, involving procurement of event management tooling licences and support, securing MOD supplier event management data, and overseeing phased roll-out. The project forms part of the SDO Reset Programme provides capability enhancement benefits to the OSM Programme. Specialist role Delivery manager Expected Contract Length 11 Months.(only first 3 months funded), option to extend for further 12 months Latest start date Saturday 1 May 2021 Maximum Day Rate £700 Ex VAT (no T&S expected) Who Speclialist Work With Civilian, Military and contractors within the Operational Service Management (OSM) Programme and SDO Reset Programme (which is providing the funding). Also, other stakeholders across Defence, including Service Management Integrated Technical Solutions (SMITS) Team which provides data collection and exploitation for the MOD Global Operations and Security Control Centre (GOSCC). Specifically, the specialist will work as part of a workstream within the OSM Tooling Project, part of the wider OSM Programme. What Specialists Work On The specialist will provide Project Controls, supporting the Project Manager to deliver the move to adopt a pre-emptive posture for IT incident prevention, faster resolution and a significant uplift in our ability to 'discover' events taking place on MOD IT infrastructure. The specialist will produce/maintain key project artefacts, including a project schedule, risk/opportunity register, monthly progress reports and project risk/opportunity exploitation plans. The specialist will ensure project artefacts, particularly risk register, schedule and cost model, are reconciled, and integrate into Programme-wide artefacts. Skills & Experience • Demonstrate, with evidence, your specialist’s experience of providing a project controls capability aligned to the APM BOK 7 methodology. • Demonstrate, with evidence, your specialist’s experience of developing and implementing Project: Work Breakdown Structures (WBS), Product Breakdown Structures (PBS) and Organisational Breakdown (OBS) structures • Demonstrate, with evidence, your specialist’s experience of developing and maintaining a detailed MS Project schedule from defined WBS, PBS and OBS structures. • Demonstrate, with evidence, your specialist’s experience of Identifying and assessing risks andopportunities to establish a risk and opportunity register, and the management of that register. • Demonstrate, with evidence, your specialist’s experience of the development and implementation of mitigation plans against identified risks. • Demonstrate, with evidence, your specialist’s experience of the integration of risks with the project schedule and financial Forecast of Outturn to ensure a coherent risk picture. • Demonstrate, with evidence, your specialist’s experience of developing and managing a detailed MS Project schedule from a defined work breakdown structure. • Demonstrate, with evidence, your specialist’s experience of managing a Cost Model, specifically ensuring a coherent picture of risk and delivery profile with the separate risk register and schedule. • Demonstrate, with evidence, your specialist’s experience of working within a programme Governance structure, meeting reporting obligations and escalating risks and issues as appropriate making clear recommendations for resolution. Nice to Haves • Demonstrate, with evidence, your specialist’s experience of successful Project Controls support to UK MOD projects or UK Government projects • Demonstrate, with evidence, your specialist’s experience of using the MOD risk management ARM tool. • Demonstrate, with evidence, your specialist’s experience of using MOD dependency management ADAM tool. • Demonstrate, with evidence, your specialist’s experience of managing projects involving ITIL processes, including Event Management • Demonstrate, with evidence, your specialist’s experience of using the UK MOD ‘JAMES’ Cost Model. Work Location Defence Digital, Building 405, Spur E1 Westwells Road, MOD Corsham, SN13 9NR Working Arrangments The team will be based at MoD Corsham but, due to COVID, most activity will be carried out remotely and the specialist will be expected to work remotely. There will be occasions when the specialist will need to visit Corsham, for collection/return of passes, laptops, etc. and for specific meetings/workshops. Security Clearance SC (as a minimum) must be in place prior to the contract starting due to the projects the specialist is required to work with. Clearances must remain valid for the duration of the contract. What is the IR35 status of this role? IR35 rules will apply 2. What does the contract duration of “11 months (only first three months currently funded)” mean? The contract will be placed for an initial period of three months, pending Financial approval which allows for extension to the full 11 month intended duration, The contract will contain options covering a second year, 3. Assessment Method is “interview” – will this be face to face or electronic? Due to Covid restrictions we will not be conducting face to face interviews. Interviews will be via telephone. 4. Is there a current incumbent? No, this is a new requirement. 5. I note you state that “the IR35 rules will apply”. Can you clarify if you have already carried out an IR35 assessment yet and, if so, perhaps you can advise whether the role will be Inside or Outside IR35? This role is Inside IR35. 6. Will the contract be Fixed Price or Time & Materials? This will be T&M (Day Rates). 7. Is there a current incumbent or preferred supplier for this project? There is no incumbent and no preferred supplier, this opportunity is open to all and will be based on technical merit and price.
