National Contracts for Storage & Distribution of PPE

Tender description

The HSE wishes to establish new national contracts for the storage and distribution of Personal Protective Equipment (PPE) to healthcare institutions nationwide. It is intended to award contracts for this service in 3 lots; • Lot 1 Distribution Hub & Nationwide Transport Service • Lot 2 Warehousing Service • Lot 3 Pick and Pack These contracts must deliver an efficient and secure service, reliable access to data, confidence for healthcare institutions, value for money for the HSE and economic viability for the Service Provider. In order to ensure the sustainability of the overall service, it is the HSE’s preference that the lots will be awarded on the following basis; • Lot 1 – One (1) Service provider (which may be a joint venture or consortium) with a minimum of a 10,000 pallet space distribution hub and nationwide transport capability. • Lot 2 – A maximum of two (2) Service providers each with a minimum of a 10,000 pallet space warehousing capacity and ability to scale up by 50% if required – i.e. storage capacity of between 20,000 and 30,000 pallets. • Lot 3 – One (1) Service provider. It will be open to a Service provider to be awarded all three, two or one of the above three lots provided they are successful in the tender for each lot. The scope of the Contract for each Lot is set out in the draft Contract Agreement for the relevant Lot. The Contracting Authority for each Lot shall be the Health service Executive (HSE) who shall operate the service on behalf of the Irish Public Health System (HSE), Organisations funded by the HSE and public and private entities who operate in the Health & Social care services in the Republic of Ireland. For the purpose of this tender, all of the entities referenced above shall be referred to as “HSE”.
