Tender description

Essex County Council (ECC) is seeking to procure for a Countywide Community Wellbeing and Resilience Service, tackling Health Inequalities at its heart and using new methodology to deliver support for wellbeing at large scale and over time. This service will deliver health improvement programmes, including but not limited to, smoking cessation, weight management and NHS health checks, and will also focus on addressing broader determinants and working directly with communities to harness community assets for wellbeing. It is a restricted procurement process with bidders required to complete and pass the SSQ prior to being invited to the ITT stage. The top four scoring bidders from the SSQ stage will be taken through to the ITT. The SSQ needs to be completed and submitted by the 27th of July 2021 at 12.00pm. The documents will be available via Proactis using the link https://supplierlive.proactisp2p.com/Account/Login. At ITT stage, this procurement will be evaluated on the basis of 40% price, 50% quality and 10% social value, the ITT closing date will be 30th of September 2021 at 12.00pm. The winning bidder will be awarded a contract on an initial 5 year period with the option to extend for a further two years subject to governance. The contract value has been estimated at £5,911,567 per annum but with an additional 10% allowance for un-foreseen potential services to be added at a later date. We are looking to procure a lead provider model with subcontractors if required/consortium or special delivery vehicle.
