Develop a carbon footprint and prepare an implementation plan for the decarbonisation of the town of Arklow, Co. Wicklow

Objectives of the brief: A. Footprint & SEDA: To provide a “Carbon Footprint” for the town of Arklow; this carbon footprint must be capable of being recalibrated in future years (under a separate contract) so as to provide a “progress achieved” measure. Provide a baseline of total and sectoral energy usage in Carbon tonnes by fuel and energy-related CO2 emissions for the Study Area, including for Scope 1, 2 and 3 Emissions as per the GHG Protocol. While also having regard to the six GHG's listed in the Kyoto Protocol: Carbondioxide (CO2), Methane (CH4), Nitrousoxide (N2O), Hydrofluorocarbons (HFCs), Perfluorocarbons (PFCs), and Sulphur hexafluoride (SF6). To develop a thorough understanding of the energy demands in the study area through a Spatial Energy Demand Analysis (SEDA) B. Provide an estimate of the renewable energy potential for the Study Area C. Establish a register of opportunities for the reduction of energy demand and the transition to renewable energy supply. Identify innovative opportunities around energy storage and district heating or other appropriate technologies.. D. Spatial and Sustainable Planning: Develop an active travel spatial plan for the town that considers access to community facilities, services, town centre and public transport. Undertake a placemaking review of the town centre to identify projects that can revitalise the town centre while decarbonizing it and making it resilient to future climate risk. Research the role of Arklow’s marine environment and associated projects in shaping a resilient future for the town. E. Stakeholders: Identify organisations (including State companies and organisations) that may be able to provide assistance. Create a network to engage all sectors in decarbonising the town, led by Arklow Town Team with support from the services of Wicklow County Council and engagement from all sectors of society.
