P2P Healthcheck review

Tender description

Oxygen will undertake a P2P Health Check review and to initiate this activity, it was agreed that you would share a copy of the report from Sopra Steria that the Council received a few years ago. Oxygen can review the key findings and will confirm, revise or add to specific points raised, in order to provide clear recommendations and split out the “quick win” activities that can be addressed as well as a longer-term improvement plan. We would then support the implementation of those quick wins and support the initial activities required to plan and mobilise any agreed longer-term improvements. Many of these activities will in turn provide a strong platform to commence and develop a successful Early Payment programme. P2P Process Health Check and Implementation of Quick Wins – approach and timescales Week One - Review existing Sopra report and interview stakeholders to validate previous findings and understand changes since. We would anticipate interviews to be held with stakeholders across the end to end process. These would include representatives from Finance (Accounts Payable), Procurement, SAP support, potentially users of significant Feeder Systems and 1-2 requisitioners / budget holders if required. This activity can be flexible and subject to availability may stretch into Week Two. Week Two – Draft Health Check report to outline key observations and recommendations per sub-process Week Three – Present report & recommendations and agree which should be progressed Week Four - Finalise implementation plan (including Quick Wins) with agreed timescales, owners and governance Weeks Five to Eight – Initiate implementation plan and execute Quick Wins. Also deliver initial actions for longer term improvements. (NB some of these may be continued internally or as part of an Early Payment Programme)
