Tender description

Reg 72(a) Contract Modification Justification: A change of contractor would cause significant inconvenience and substantial duplication of costs for GOFCoE. FDATA, through both their position as a formal collaboration partner and an existing contractor, have insight and knowledge that would take time (and therefore expense) to acquire. Even allowing for additional time and expense, it is questionable as to whether another party would have the breadth of knowledge, subject matter expertise and industry contacts to take on the role that FDATA are being asked to do. Moreover, time is of the essence as GOFCoE is required to meeting funding milestones and deliverables in order to comply with the terms of the funding provided and procuring services from a different contractor would put the scheduled milestone completion at risk.
