EIT1551C - UL - Video and Audio Captioning Services for a Pilot Programme in Education

University of Limerick is seeking provision of a cloud-based solution for the accurate captioning of video and audio content produced by the University for a Pilot Programme in Education. This solution ensures the University is further compliant with national and European directives on accessibility and in supporting students with additional needs, including students whose native language is not English, students who are deaf or hard of hearing. The proposed solution must include financially sustainable options for the creating of captions and possess the capabilities to deal with significant volumes of requests, ideally between 24hr - 96hr turnaround times. Captioning accuracy standards for this service must be guaranteed. The proposed solution must have the ability to integrate with current UL TEL systems like Panopto and Moodle, have compatibility with Microsoft Stream and must also provide a comprehensive cloud-based service option for those not using Panopto. Support for multiple input formats in audio and video and output formats for captions is an essential requirement. Proposals should offer solutions for Captioning, Transcription, Live captioning, Audio Description, Foreign Language or Subtitling.
