Summary of the work NHSX requires a team to design and build a cloud hosted buyer guidance decision tree tool. This involves two elements, firstly building a simple, user friendly, decision tree. Secondly designing the questions for the decision tree to help support the social care sector adopt digital social care record solutions. Expected Contract Length Eight weeks, with an optional extension of up to two weeks (if required). Latest start date Monday 26 July 2021 Budget Range The total budget available is £60,000 +VAT. Why the Work is Being Done The Digital Social Care Records (DSCR) Programme at NHSX is aiming to support the social care sector to adopt digital social care records. The DSCR Programme carried out user research to understand the appetite and barriers to adopting digital social care records for the social care sector. The user research identified that the social care sector needed, amongst other things, hands-on support with buying and implementing a digital social care record that meets their needs and the provision of supplier neutral guidance material. The programme plans to develop buyer guidance to support the social care sector to identify, purchase and implement digital social care record solutions that meet their needs. A key element of this guidance is a decision tree tool. Through the decision tree tool social care providers will be guided through key questions to identify solutions that, meet their operational and functional requirements, are within their budget envelope, and are the best fit solution(s) for their overall requirements. We expect this work to take no longer than 8 weeks. Problem to Be Solved Social Care Providers will need support to identify solutions, from the DSCR accredited supplier list, that meet their operational and functional requirements, are within their budget envelope, and are the best fit solution(s) for their overall requirements. As the list of accredited suppliers is expected to grow social care providers will need a simple decision tree that will guide them through a series of key questions that will enable them to shortlist the suppliers. Who Are the Users As a social care provider, I need to go to the DSCR webpage on Digital Social Care website and access a decision tree tool. I need to be guided through key questions to help support me to filter down the accredited supplier list to find supplier solutions that fit my needs. As a member of the programme team, I need to be able to add / edit / delete suppliers that are listed on the Decision Tree Tool. I need to be able to add / edit / delete the questions. NHSX as an organisation we need to be able to support social care providers to identify solutions that meet their requirements. Early Market Engagement N/A Work Already Done The decision tree questions will be based on the core capabilities section within the submission booklet of the Digital Social Care Records Dynamic Purchasing System. Similar tools have also been developed internationally and a supplier would be expected to undertake some initial discovery work to build on good practice elsewhere. Existing Team The programme team the supplier will be working with consists of a Director of Programmes and Programme Managers in the Digitising Social Care Records Programme at NHSX. Current Phase Not applicable Skills & Experience • At least 4 years expertise in iteratively designing and building services which meet both user needs and the GOV.UK or NHS.UK design systems. Please give examples. • Experience in developing package products that do not require any external support and can be fully hosted within NHS infrastructure. Please give examples. • Experience working with multiple stakeholder groups to test usability and accessibility, including groups with low digital skills. Please give examples. • Demonstrate your team’s experience of applying principles of user-centred design to the development of digital services for a diverse range of users, paying particular attention to accessibility needs • Demonstrate knowledge of, and willingness to recommend , creative and innovative solutions. • Demonstrate experience of creating end-to-end user journeys, using evidence and user research findings to create easy to use services. • Comply with Cyber Essentials Plus or equivalent standard. • Have experience in iteratively designing and building services using open source technology. Nice to Haves • Experience working with multiple parts of the social care sector - for example shared lives, domiciliary care or residential care • An understanding of, and demonstrable experience of, building the capability and skills of user centred design and service design into health or social care sector organisations • Detail with example(s) your experience of working within a highly regulated industry and delivering the expected outcomes Work Location This work will be undertaken remotely however the nominal office base is NHSX Quarry House, Quarrey Hill, Leeds, LS2 7UE Working Arrangments The supplier will work at their own preferred location. Project meetings will take place remotely and will be held at least weekly and / or as often as required. Security Clearance None required. Are there any technical constraints to be aware of? Would this be hosted on an NHS stack? The tool will need to be accessed through the Digital Social Care website.The tool will need to be compliant with the technology code of practice. 2. Would the tree form part of a wider solution/portal The decision tree will not form part of a wider technical solution / portal. Or under the EU-US Privacy Shield framework. This is to ensure appropriate legal frameworks are in place to ensure privacy and data protection rights of individuals are protected in line with GDPR/DPA. 7. Has any discovery work already been completed to inform the designs and deliverables of the decision tree? Some work has been completed to inform the designs and deliverables of the decision tree. We expect the successful supplier to take ownership and complete this work by designing the tool flow / questions and building the tool. 8. What (if any) API’s or technical integrations have already been highlighted by the team? Eg FHIR/HL7 or RPA? No APIs or technical integrations have been highlighted as this tool will not require any. 9. Will the successful supplier have access to all of the user research already identified? The successful supplier will have access to any relevant user research. 10. Is there any ongoing support required once the expected contract length of 8 weeks has been completed? Will the questions be static or dynamic? Who will manage them? The questions and filtering options will be dynamic as they may need to be updated in the future. For example, updates from suppliers may cause them to fall into different filtering categories. The Programme team will be responsible for managing any edits and changes to the decision tree. 13. Has the client got a preferred cloud hosting provider? We do not have a preferred hosting provider. Any hosting costs should be included within the budget.
