Overstream Clean and Garden are a social enterprise run by Winter Comfort in Cambridge. They have provided a grass cutting and edge trimming service to tenants of Cambridge City Council between April and October each year, for a number of years. Tenants in need of the service are identified by Cambridge City Council and the details are passed to Overstream Clean for them to carry out the work. In 2020, responsibility for managing the contract was transferred to Housing Services and the annual budget was reduced from £15,000 a year to £11,000 a year. The service has been reviewed, with new eligibility criteria set to ensure that it is being provided to those most in need, and that it reaches as many people as possible within the new budget. Following advice from legal services, a new contract and specification are being put in place, as the previous one was not considered sufficient. We have not been able to determine how the agreement with Overstream Clean was originally procured.
