Tender description

We have been awarded circa £500k from Department of Health and Social Care for Out of Hospital Care funding to improve hospital discharge processes around homelessness. This included a package of support from the Local Government Association for consultancy support/capacity to assist areas. We have locally benefited from the input from CPB Consulting, an LGA consultant who has brought capacity and expertise to the process. LGA will be continuing to provide the capacity building consultancy support; but there they are awaiting sign off from DHSE and is a short-term funding gap for CPB Consulting to assist LCC/CCG in developing an Memorandum of Agreement with the providers. Unfortunately, we can’t wait until LGA can resume funding the capacity due to the time-limited nature of the funding and project plan. It was not foreseeable that the LGA support package would not continue during the intervening period. There is insufficient expertise and capacity to undertake the work internally; and given CPB Consultancy has already completed the first phase of the work (via LGA) and will continue with the final phase (again, via the LGA), no other consultancy would have sufficient expertise to complete the time-limited piece of work without incurring further costs. A discounted day rate has been offered based on prior LGA work. We have separate funding to cover this from £15k of development grant which was awarded from DHSE in last financial year for this purpose. Spend freeze panel authorisation has been obtained.
