Tender description
The Police and Crime Commissioner for Hertfordshire require an Appropriate Adult Service for Vulnerable Adults. This RFI is to approach the market to understand if there are providers who currently provide the service and/or providers who are interested in providing the service. Suppliers who have capacity and capability. The Appropriate Adult role was created under the PACE Act 1984 and is required for the mentally vulnerable. An Appropriate Adult must be provided when it is determined by the Police Custody Sergeant that the detainee is identified as a vulnerable person. The Appropriate Adult service will operate in line with the Police and Criminal Evidence Act 1984 (PACE) and its accompanying Codes of Practice The Appropriate Adult service will also operate to the YJB National Standards for young people, and in accordance with local and national guidance The service will be provided to vulnerable adults who are being questioned under caution for an offence in Hertfordshire. The service will be available 24 hours a day, seven days a week, 365 days a year including bank holidays, across all Hertfordshire Police stations. The service will provide co-ordination for the service, including establishing operational processes and procedures, collating data, contacting and supporting volunteers, providing performance reports, arranging training, selection and recruiting volunteers and all other necessary co-ordination activities. The service will have in place an operational policy that complies with the legislation, codes of practice, NAAN National Standards and Police protocol and procedure. The service must be delivered in a way which promotes social inclusion and safeguards the vulnerable adults. The Appropriate Adults will, as far as possible, reflect the diversity of their local community. The Appropriate Adult service will be affiliated to the National Appropriate Adult Network (NAAN) and compliant with the NAAN National Standard
