Tender description

Argyll & Bute and West Dunbartonshire Council (the Councils), are collaborating in the ‘Reception, Transfer, Treatment & Disposal of Residual Waste’. The purpose of this invitation to tender (ITT) is to identify a single service provider to deliver best value for the two Councils. This is a call for competition under the Scotland Excel Dynamic Purchasing System for the Treatment and Disposal of Recyclable and Residual Waste (27-17), all service providers under lot 21 Treatment and Disposal of Residual Waste will be invited. Argyll & Bute and West Dunbartonshire Council (the Councils), are collaborating in the ‘Reception, Transfer, Treatment & Disposal of Municipal Solid Waste’ due to the geographical locations of the Councils and aggregated tonnage of waste. This should present economies of scale and be more attractive to a wider range of waste processors to allow either inward investment or a haul and treat solution, whereas the individual tonnages would itself not be as attractive for new investment or attract a processor willing to haul smaller tonnages. West Dunbartonshire Council is acting as the Lead Authority for this invitation to tender (ITT) which is a call for competition under the Scotland Excel Dynamic Purchasing System for the Treatment and Disposal of Recyclable and Residual Waste (27-17), all service providers under lot 21 Treatment and Disposal of Residual Waste will be invited. The Councils require a competent provider to carry out the processing, treatment and disposal of residual waste at kerbside bin collections. This requirement will support the Councils to meet their statutory recycling targets outlined by the Scottish Government. There is a statutory obligation on all Councils to make arrangements to collect and recycle or process and dispose of waste from households and civic amenity sites. The waste stream of residual waste is collected by all Councils and presented in a similar fashion to processors. The purpose of this ITT is to identify a single service provider to deliver best value for the two Councils taking into account service considerations and compatibility with the Councils existing and possible future collection services. The service provision for each council will be for service providers to offer suitable reception facilities where required, haulage, processing and treatment of residual waste for the councils in a compliant manner.
