Tender description
<p>Bath & North East Somerset Council currently has 53 ATCs located around the county, 38 of which are vehicle counters and 15 are cycle counters. These have been in place for about 10 years or more. The Council is looking to replace a number of these counters with upgraded like for like vehicle and cycle counters. However, there is a requirement to replace a small number (approximately 12 camera’s) with multi-mode cameras that meet the following requirements: • A small column or pole mounted sensor that can detect and count the following transport modes without using road surface loops; Pedestrians, pedal cycles (including carbon fibre framed), motor cycles, cars, taxis, light goods vehicles, heavy goods vehicles, buses. • Count data to be relayed to cloud based server via 4G network for analysis and display via a user dashboard. The user dashboard to be networkable and available to multiple users. The software must be capable of displaying data in a variety of ways that will allow trend analysis over time for the varying modes, both in a map-based view and graphically. • The sensor and software should be able to assess and record vehicle speeds and ideally should be able to record movement paths for each mode resulting in a “movement mesh”. This latter element would be particularly useful for assessing where pedestrians cross a road in order to see the concentration of desire lines. While it would be possible to develop this type of sensor and software capability, we need to deploy active working counters immediately so evidence of current deployment and user contacts must be available.
