Tender description

The purpose of this Notice is to invite suppliers to sign up to the Crown Commercial Services (CCS) Dynamic Purchasing System (DPS) for Grant Administration Services (RM6172). High Speed Two (HS2) Limited intends to publish a Tender opportunity for Grant Management Services that will be issued to a shortlist of suitable suppliers listed on the DPS. Information on how to sign up to the DPS can be found attached to this Notice. (Please note there is no guarantee that any new suppliers will be invited to Tender, as suppliers must meet minimum filtering requirements as detailed on the DPS). HS2 Ltd is the Government's proposal for a new, high speed North-South railway. HS2 Ltd is the company responsible for developing and delivering this high-speed network. Formed in 2009, it is wholly owned by the Department for Transport (DfT). Further details of the route can be accessed via the following link: http://interactive-map.hs2.org.uk. At present there is a Contract in place to deliver the Community & Environment (CEF), Business & Local Economy (BLEF) and Biodiversity Investment Fund (BIF) Grant Management Services on behalf HS2 Ltd which expires in December 2021. The scope of the existing Contract entails undertaking the assessment of applications against the agreed assessment criteria which has previously been developed in the mobilisation phase, determining awards up to £75,000 and recommending the award of monies between £75,001 to and £250,000 to an Independent Panel. The Independent Panel is made up of 4 Independent Panel members, an Independent Chair and HS2 Ltd's Environment and Town Planning Director. HS2 Ltd is seeking to appoint a Supplier to provide continuation of the services and fully manage the delivery of the £47m Community and Environment (CEF), Business and Local Economy Funds (BLEF) and Biodiversity Investment Funds (BIF). It is anticipated that an Expression of Interest (EOI) will be issued to a shortlist of suppliers from the DPS on 15th June 2021, providing further details on the Tender opportunity and to gauge interest in participation. The anticipated ITT publication date is the 15th July 2021.
