Summary of the work This outcome will support the delivery our technology strategy for tunnel systems and ensure our technology products are tunnel ready. We need a partner to augment our team to achieve this. Expected Contract Length Up to 24 months Latest start date Monday 23 November 2020 Budget Range Up to £1.3m over contract period Why the Work is Being Done At Highways England we know that our technology services which connect our customers, control rooms and roadside services are critical to smooth road network operations. As part of our current I&T Transformation programme we have the opportunity to assess our current capability and develop our operating model in terms of our expert technology product design and engineering services. We need through this outcome to clearly define our definition of technology services for current and future road tunnels and set the strategic direction to deliver a consistent operating model Problem to Be Solved Our road tunnels today operate using different technology variations and operating models. Work is already underway to produce a harmonised tunnel management system but within I&T we need to ensure we have a clear definition of our services, along with a strategy and roadmap that can be delivered against. We will also seek to harmonise the technology product specifications Who Are the Users This is a strategic outcome, stakeholders will include I&T, network operations and major schemes who all rely on our strategies and product specifications Work Already Done Our internal team already possesses a good awareness of current tunnels initiatives but we need to bring in additional support to accelerate key strategic products over the next 2 years in line with key infrastructure projects such as A303 Stonehenge and Lower Thames Crossing Existing Team This outcome will delivered in partnership with our current Architecture, Design and Technology Services team. This team already receives external support from long term partners who are integrated within our overall team Current Phase Not applicable Skills & Experience • Able to deliver and communicate asset strategies up to board level. • Able to convert complex technology landscapes into simple roadmaps and communication materials. • A current understanding of Highways England's Tunnel Services and Systems. • Demonstrable knowledge of UK tunnel operating models. • Able to design testing regimes for operational critical services Nice to Haves Demonstrable knowledge of integrated global road tunnel technology and operating models, particularly those recognised as world class. This outcome is to support an immediate need to undertake key pieces of work. The ITCF and OTCF are future commercial vehicles for procurement activity and all suppliers remain able to apply to join these opportunities regardless of currently contracted work, including this opportunity. 3. Can Highways England confirm if one supplier will be successful in the tender phase? It is the Authority's intention to award to one supplier 4.
