Tender description

ECMWF as the Entrusted Entity for implementing the Copernicus Climate Change Service (C3S) will issue an Invitation to Tender (ITT) for delivery of Essential Climate Variable (ECV) products derived from satellite observations. See section II.2.4) below for further information. Please also note the important additional information in section VI.3) regarding funding and eligibility. ECMWF as the Entrusted Entity for implementing the Copernicus Climate Change Service (C3S) will issue an Invitation to Tender (ITT) for delivery of Essential Climate Variable (ECV) products derived from satellite observations. C3S aims to provide its users with reliable, continuous access to high-quality, comprehensive and up-to-date information about observed changes in the climate. This shall be achieved by providing global data on the majority of accessible ECVs by means of remotely sensed data as described in the latest Global Climate Observing System (GCOS) Implementation Plan of 2016 (available at http://www.wmo.int/pages/prog/gcos/). C3S activities (C3S_312b Lots 1-5) are currently in place that address a total of 22 of those ECVs delivering data in an operational mode; the new ITT to be issued is intended to provide continuity to the operational chains developed during the proof-of-concept and implementation phases of ECV services in C3S and extend the current climate data records developed in those phases. The ITT will provide detailed technical requirements for products associated with the current existing ECV services, described at https://climate.copernicus.eu/observations Bidders will be encouraged to take into account the requirements and capabilities of other copernicus services, and to take full advantage of existing operational capabilities in Europe (e.g. the EUMETSAT Satellite Application Facilities) and elsewhere (e.g. the NOAA/ESRL Global Monitoring Division). For the continuation of ECV services, the contract may be divided into lots addressing subsets of the ECVs mentioned above. The detailed requirements pertaining to each lot will be specified in the contract notice and ITT when published. The duration of each lot will be for 24 months with the possibility of a further 24 months extension.
