Summary of the work The accessibility audit is to follow the WCAG-EM process and provide a suitable detailed report including priority findings and recommendations to meet the AA standard, using a range of accessibility aids and browsers, including the form of words which will be required on the accessibility statement going forward. Latest start date Monday 19 October 2020 Why the Work is Being Done The audit will test the website (http://fft.england.nhs.uk/) against the AA standard of WCAG2.1 and note where it meets AAA standard. The audit will also test to ensure the site meets the legislative requirements of the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018. Problem to Be Solved The website is required to comply with the legislative requirements of the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018 by 23 September or as soon as possible thereafter. Who Are the Users As a patient experience professional I need to be able to analyse FFT data over time at organisational, site and ward levels. I also need to be able to assess the popularity of different response methods. Existing Team The supplier will be working for NHS England Insight and Feedback team but may also be liaising and supporting Picker Europe Ltd. Current Phase Live Skills & Experience • Have experience of auditing websites using a range of accessibility aids and browsers including JAWS, ZoomText, Dragon NaturallySpeaking, NVDA and VoiceOver • Have previous experience of similar accessibility audits for government websites • able to produce useful and relevant reports • have experience of working with experts by experience (those with lived experience of using accessibility aids as a day to day user as part of their normal lives). Work Location NHS England will not be providing an office base. The work will take place remotely using videoconferencing etc where necessary. Working Arrangments The work will be undertaken remotely although video conferencing will be available for contact. Additional T&Cs The work will be subject to the standard NHS terms and conditions. What is the budget for the project, please? We are not disclosing the budget available but expect tenders to demonstrate that they are offering value for money in line with our needs as set out in the invitation to tender. 2. Does this audit need to include testing with Assisted Digital users, or for this piece of work are you after just the Assisted Tools only? No this specific piece of work is for the tools. However preference is given to organisations who have experience of working with the users who can have insights that could otherwise be missed. 3. When you talk about 'working with experts by experience' please clarify exactly what are your requirements? Although in this instance we do not require conducting the accessibility testing with people with diverse access needs we prefer to work with organisations who regularly work with these experts by experience. This can provide a more open culture with accessibility embedded in all design and processes. 4. Assuming this is just for the audit of one website, please can you provide guidance on the number of page templates or page types the website is built from and the rough number of pages that should be manually tested as a representative sample of the wider website? The website supplier advises:Seven pages that are solely textTen pages that have a query tool that returns data in the form of charts and tables (all ten of these have the same query and there are sub-pages of these to drill down, but they run the same query, with different data)We would expect the audit supplier to suggest the number of pages to provide a representative sample.
