Summary of the work Review/improve where necessary, the existing Azure hosting arrangements (Azure App service and Azure SQL). Upgrade/migrate the Umbraco CMS from v7.7.1 to a more up to date and sustainable version. Review and improve existing source code respository and release processes, making better use of Azure Dev Ops. Expected Contract Length 6 months Latest start date Monday 21 June 2021 Budget Range Between £5k and £12k in total excluding VAT to cover the initial review and recommendations. Maximum budget to cover implementing the agreed recommendations. Why the Work is Being Done To improve the way website changes and content management are undertaken. Problem to Be Solved Hosting platform to be optimised based on current usage. We are currently reviewing user needs. Older version of Umbraco to be updated. Improved source code control and release processes to be established and implemented. Who Are the Users As a website developer I need to make sure the website hosting and CMS is fit for purpose and be able to manage source code and release changes in a controlled and efficient way so that the business has a flexible and efficient response to website change requests. Existing Team In house we have a IT systems Manager who manages our Azure subscription and we have a Lead Developer and Digital Apprentice who undertake development activities. Current Phase Not started Skills & Experience • be a Microsoft Gold partner in the relevant competencies. Please list and explain why these competencies are required to complete this work. • be an Umbraco Gold partner. Please provide evidence of this. • Provide evidence of working to the WCAG 2.1 AA accessibility standard. Nice to Haves • Provide evidence of experience of working to the government digital service standard. • Provide evidence of experience of working to The Public Sector Bodies (Websites and Mobile Applications) Accessibility Regulations 2018. Work Location Our Offices are located in Newport, South Wales but we have all been working from home for the last 12 months. Working Arrangments All work must be undertaken remotely as our office remain closed due to the Covid-19 pandemic. Regular meetings and catchups via Microsoft Teams. Can resources work from outside UK also? Resources may work outside the UK subject to practical considerations such as time zones for meeting availability and the ability to communicate in English. The supplier must remain compliant with the terms and conditions of contract for the Digital Outcomes framework. 2. Will you be evaluating responses to the Essential Skills & Experience and the Nice-to-Have Skills and Experience, before inviting a set number of agencies to submit a full proposal? As per the digital outcomes framework guidance, we will be evaluating responses to the essential skills and experience and the nice to have skills and experience before inviting a maximum of 5 suppliers to submit a full proposal. 3. We’re currently undergoing Microsoft Gold partner certification and expect this to be in place for the contract start, will this preclude us responding? Suppliers may respond if they expect to have Microsoft Gold partner certification in place for the relevant competencies before the start of the contract on 21 June 2021. Suppliers in this position must provide a timetable of the remaining process to achieve Gold partner certification to give assurance that their certification will be in place prior to contract start. They also need to list and explain why these competencies are required to complete the work (as per the essential skills requirement). 4. Please can you confirm if it is a compulsory requirement to an Umbraco Gold partner to apply for this tender? It is an essential requirement that suppliers hold Umbraco Gold partner status for this project.
