Tipperary County Council Framework Agreement & Schedule of Rates Tender for Wet Mix Overlay & Pavement Recycling Works 2021

Tipperary County Council (the Contracting Authority) intends to enter into a multi-party Framework Agreement for Wet mix Overlay and Pavement Recycling works on public roads. Framework placements and contract awards will be based on a Suitability Assessment Questionnaire and schedule of rates pricing document. The Framework will be divided into two Work Lots (Lot 1 - Wet Mix Overlay Works and Lot 2 - Pavement Recycling Works) Typically, the value of contracts under this framework will range from €150,000 to approximately €550,000 (inclusive of VAT). It is estimated that the number of work contracts in a year is unlikely to exceed 10 and that the aggregate value of the work contracts is likely to be between €1,500,000 and €4,750,000. The proposed number of framework contractors will be a minimum of 7 and a maximum 11, however Tipperary County Council reserves the right to include more contractors where it deems it appropriate, provided sufficient Tenderer's qualify for admission to the framework. Tenderers who satisfy the selection criteria in the Suitability Assessment Questionnaire will be eligible for admission to the framework. The award of places on the framework to eligible Tenderers will be based on price only. Initial work contracts for Lots 1 and 2 will be awarded from Tipperary County Council's 5 Municipal/Borough District Work Plans. Further contracts if required will be awarded on a cascading system basis. Notwithstanding the establishment of this Framework Agreement, the Contracting Authority may procure the work in other ways and does not guarantee that any work will be procured under this Framework Agreement. The Framework contract shall be in place from March 2021 for an initial 12 month period. Tipperary County Council may, at its absolute discretion, extend the framework by a period of up to three calendar months, subject to a maximum of two such extensions.
