Provision of Civica Digital 360EDM and Workflow Software (EDRMS)

Tender description

The main objective of the contract will be to deliver contract compliance with both the Council’s Standing Orders and the wider procurement legislation. The Council have a requirement to renew the current EDRMS contract for Benefits and Revenue Services which expires on the 31st March 2021. The Council currently use the Digital 360 Solution provided by Civica. The current contract include the provision for Blue Badge Support, Benefit and Revenue Support, Paypoint Support and Licence Scanner Support. The Crown Commercial Services Data and Applications Solutions Framework (RM3821) was identified as a compliant procurement route for the renewal of the current contract. This Framework itself is a replacement for the previous generation framework - Local Authority Software Applications (RM1059) for which the current contract was awarded from. Using the Crown Commercial Services Data and Application Solutions Framework gives the Council access to the eMarketplace. Civica’s software packages are available through the eMarketplace and in guidance with the Framework call-off procedure allows the Council to select which software to direct purchase based on the following: 1) The requirements must be intrinsically linked to a system already within the customers organisation 2) The products they are looking to award must be present on the Government eMarketplace. Digital 360 is the current package that the Council use therefore we can demonstrate the system is already intrinsically linked and available on eMarketplace meeting the Direct Award requirements.
