Summary of the work Metis Enhancement partner to deliver innovative solutions and enhancements to meet complex requirements and deliver future business outcomes and benefits aligned to the departments vision covering Data Analytics and Reporting, including onboarding other government agencies onto the existing solution. Expected Contract Length Awarded 1 year initial term with 1 year + 1 extension option. Latest start date Monday 16 August 2021 Why the Work is Being Done Home Office have recently implemented the largest Government Oracle cloud implementation in the UK serving over 35,000+ contract staff, accessing data to perform business transactions and decision making. Home Office require a supplier to drive future enhancement and innovation of the solution to deliver further improvements to the user experience, solution scope and delivered benefits aligned to the department’s vision. The scope of work will cover: o Analytics and Reporting o Related Warehousing, Data Modelling/Repository design, Extract Processes, Security o OAC/OTBI/BIP/FRC/CX/Narrative and other EPM reporting solutions Problem to Be Solved The METIS programme is transitioning to become a Product-Centric organisation supporting live services, data management strategy and realising the potential of technology on an ongoing basis. Enable the HO to work more intelligently, integrate and share data across and outside the organisation to minimise the resource necessary to access the relevant data. Improve the service for users by adopting recognised industry best practice, reflecting prioritised business requirements, streamlining business processes, and improving the system functionality and giving staff a better user experience Shift activity from lower value transaction and query management through to high value new insight and analysis measuring business outcomes Who Are the Users The Home Office is the government department responsible for UK's borders and homeland security and has users both in the UK and abroad. The user base of Metis is broadly covered by: Self Service Users (35k civil servants) performing HR, payroll, finance, procurement and CX service functions across multiple locations and Analytics and Reporting services. Shared Service Centre professional users and professional business users performing ePBCS, CX, EPM transactional processing and OACS reporting Early Market Engagement Yes, Supplier Day awareness session 16 March 2021 Work Already Done Yes. Home Office have already migrated their legacy on-premise ERP system to a full SaaS/PaaS/IaaS Cloud Suite covering HR, Payroll, Finance, CX, EPBCS, DRM, OACS. IaaS/PaaS services have been used for all integrations, identity management, OACS data warehouse and a number of PaaS extensions complementing the SaaS solution. An OACS data warehouse has been delivered for HR and Finance dashboard reporting. Over 800 reports have been developed to date across the different reporting tools. There is an existing backlog of changes required to the system as well as a portfolio of larger system change initiatives being planned for future delivery Existing Team Incumbent Supplier & Home Office Metis Reporting Team Current Phase Live Skills & Experience • Demonstrable and recent (within the last 2 years) experience of end-to-end implementation of Oracle Analytics Cloud services (SaaS/PaaS/IaaS) covering full development lifecycle. I.e. ETL, RPD, Model etc • Demonstrable and recent (within the last 2 years) experience of delivering Oracle Analytics services with a user centric methodology across all phases of implementation and outlining the artefacts and approaches. • Demonstrable and recent (within the last 2 years) experience of designing and implementing Oracle Analytics to integrate and compliment other Oracle and non-Oracle Data Sources e.g. EPBCS, SaaS, AWS • Demonstrable and recent (within the last 2 years) experience of designing and implementing configuration of reports within Oracle Cloud SaaS via OTBI, BIP, FRC for at least 3 unique customers. • Demonstrable and recent (within the last 2 years) experience of delivering Oracle Analytics services. Please present delivery methodology(s) i.e. agile/waterfall you employed and include contracting approach(s) to delivery. • Demonstrable and recent (within the last 2 years) experience of designing and implementing Oracle Analytics solutions that incorporate both the current solutions data with external data to provide new insights Nice to Haves • • Demonstrable and recent (within the last 2 years) ability to bring a suite of pre-built reports, or analytics products that can be quickly and easily configured, and customer centric. • • Demonstrable and recent (within the last 2 years) experience of designing and implementing predictive modelling in Oracle Analytics Cloud • • Demonstrable and recent (within the last 2 years) experience of delivering digital solutions in Oracle Analytics Cloud that meet Web Content Accessibility Guidelines (WCAG) 2.1 A • • Demonstrable and recent (within the last 2 years) experience of delivering Oracle implementation services within Public Sector and/or Local Government. • • Demonstrable and recent (within the last 2 years) experience of designing and implementing Data Visualisation solutions within Oracle Analytics Cloud that incorporates Natural Language Processing and Natural Language Generation. Work Location The Services will normally be carried out from a Home Office location in Croydon. Following the Government’s COVID-19 guidance, the team is required to work from home or in a safe environment and to attend meetings using digital channels. Once the current restrictions are lifted, occasional working from home may be permitted with agreement from the relevant Product Managers and in line with Home Office policy Working Arrangments This will be based on the output of deliverables and availability of the team during normal office hours for the purpose of meeting and governance. Deployment and post go live activities may require out of hours support, this is to be agreed as the need arises. Service Providers will undertake work within the United Kingdom on Home Office supplied devices. Security Clearance The service providers’ staff will be required to have as a minimum SC level security clearance prior to commencing work, staff not in current possession of SC security clearance must undergo SC security clearance. All clearances will be confirmed by the Home Office Security prior to commencement. For “Demonstrable and recent (within the last 2 years) experience of designing and implementing Oracle Analytics solutions that incorporate both the current solutions data with external data to provide new insights”, are you referring to data blending/data mashup techniques? Yes, the combining of data already present within the warehouse, with externally sourced data. 6. For “Demonstrable and recent (within the last 2 years) ability to bring a suite of pre-built reports, or analytics products that can be quickly and easily configured, and customer centric.”, are you considering Lift and Shift of BIAPPS vanilla artefacts to Oracle Business Intelligence Cloud Service or are you looking at product’s other than Oracle? All, technology agnostic, but preferably Oracle 7. For “Demonstrable and recent (within the last 2 years) experience of designing and implementing predictive modelling in Oracle Analytics Cloud”, are you looking specifically for experience in Oracle Analytics Predictive Modelling or can experience with other technologies also be considered? The use of Predictive modelling in OACS is the ask. Other systems would be considered as a partially met, as this is a desirable. 8.
