Provision of Automated Open Source RFI

Digital criminality is increasing year on year which presents a challenge for Policing worldwide. The accessibility of social media and availability of information online assists offenders exploiting the vulnerable. The Internet, Intelligence and Investigation (Open Source) capability in Scotland includes trained online investigators who have received open source research technique and evidential capture / presentation training. Online research is resource intensive as investigators are forced to conduct manual checks of online information as there is a lack of automated monitoring tools available in the Force. Automated monitoring open source software would provide greater and quicker access to information which would support better decisions, prevent and detect criminality and protect the public from harm. Police Scotland is seeking a solution which automates the collation of real time publicly available online information including social media. Information which would be available through conventional in person open source research. The solution should visualise and analyse the information into a user friendly format including mapping functionality. The solution should afford users the ability to create bespoke search terms which can be automated to run periodically and produce reports as defined by the user. These reports should be in a format suitable for sharing elsewhere in the Force without manual interaction. The Solution should be user friendly, auditable and ethical. The solution will be used to support intelligence development and the Forces response to events and incidents.
