Tender description
Following a comprehensive review of short breaks, I am pleased to advise that Lancashire County Council's Cabinet has agreed changes to the short break offer for Children and Young People (CYP) with special educational needs and disabilities (SEND). Lancashire County Council remain committed to developing the short breaks services across Lancashire and want to be able to improve service quality for the CYP with SEND in Lancashire by working in partnership with providers. Therefore, please find below Link to letter to interested providers inviting you to an engagement session about the recommissioning of home care and short breaks for children and young people. https://www.lancashire.gov.uk/business/tenders-and-procurement/tenders/provision-of-provider-list-for-break-time-home-care-and-short-breaks-services/ It is the Council's intention that all future commissioning for break time and short break services will be commissioned via this new contractual arrangement. The intention is for the procurement to be published in the Summer 2021. Please note that this is not a tender exercise and participation (or non-participation) in dialogue will confer no advantage or disadvantage should commissioners commence the formal procurement process. It is our intention that a procurement process will follow this provider engagement event. The Council reserves the right to amend what is set out in the letter and subsequent engagement event. Any procurement process that may be conducted will only be in accordance with the procurement documents that are published. Lot 1: Lot 1a Break Time Group-based social, leisure and sports activities which can include evening activities such as youth groups, weekend activities and school holiday clubs. For children with disabilities with an unassessed need. Lot 2: Lot 1b Break Time Plus Group-based social, leisure and sports activities which can include evening activities such as youth groups, weekend activities and school holiday clubs. For children with disabilities who have an assessed need. These Service may not be commissioned from the Provider List immediately after the commencement date. More details will be in the Tender Documents. Lot 3: 2a Day Time Community Outreach 1:1 individualised support for children and young people with disabilities, to enable them to get out and about in the community, try new activities and learn skills for life. For children with disabilities who have an assessed need Lot 4: 2b Day Time Personal Care Provision of support in the home for children with disabilities, where parents/carers are present, to provide general assistance with washing, dressing and feeding as well as support through the night, to permit carers to carry out other tasks, or take a break from caring. For children with disabilities who have an assessed need. Lot 5: Lot 3 Night Time Overnight Short Breaks Provision of overnight short breaks outside the home, in a specialist overnight short breaks setting (or other venue agreed in advance by the commissioner) for children with disabilities. For children with disabilities who have an assessed need. Lot 6: Lot 4 Intensive Positive Behaviour Support Provision of intensive support to deliver bespoke evidence-based interventions for children with complex disabilities to reduce behaviour that challenges / harmful behaviours where a child is on the edge of care or a family is in crisis. For children with disabilities who have an assessed need.
