Framework for the Supply of Heating Oils, Motor Fuels and Biofuels

Tender description

Hampshire County Council invites applications from suitably experienced organisation who wish to tender for the supply of heating oils, motor fuels and biofuels framework. The supplier may be required to arrange the supply, installation, operation, and maintenance of a suitable remote oil tank fuel monitoring telemetry system for framework users. The framework will commence on 1 April 2021 and will be for a period of 2 years with the options to extend for a further 2 years. Interested parties should register their interest in the project via the In-Tend website https://in-tendhost.co.uk/hampshire. Lot 1: Heating Oils and Motor Fuels This lot is for the supply of heating oils and motor fuels, to include gas oil (e.g. Red Diesel, Ultra Low Sulphur Gas Oil), Kerosene BS 2869 Class C2 (or equivalent), Ultra Low Sulphur Diesel BS EN 590 (or equivalent), and Ultra Low Sulphur Petrol BS EN 228 (or equivalent). It is envisaged during the term of the framework, some users will convert to Biofuels (Lot 2), therefore the value of this Lot cannot be reasonably estimated. Therefore the value of GBP 35 000 000 is purely speculative. Lot 2: Biofuels This lot is for the supply of Biofuels, to include Biodiesel EN 14214:2003 or equivalent, and Hydrotreated Vegetable Oil (HVO) EN15940 and Fuel Quality Directive 2009/30/EC Annex or equivalent. Biodiesel and Hydrotreated Vegetable Oil (HVO) is a new addition to the list of fuel requirement. Therefore there is no historic fuel quantity information and the demand is speculative at present, as is the value of GBP 20 000 000. The supplier is to proactively promote the availability of Biofuels/HVO to enable framework users of Lot 1, to consider their transition and adoption.
