Tender description

Dumfries and Galloway Council are currently looking to the opportunity to develop a former landfill site, near the town of Dumfries, into a solar PV array. The site, which is approximately 26 hectares, has been the subject of an initial study, showing the potential for either a connection to the National Grid or a private wire arrangement to the adjacent Ecodeco Mechanical Biological Treatment (MBT) Facility. Further information will be provided through any future tendering of a professional services contract. We are looking for consultants with demonstrable experience of delivering similar projects in both the Public and Private Sectors. Dumfries and Galloway Council have five closed landfill sites within the Council area. Initial engagement with Scottish Power has indicated that the size of four of the sites coupled with the limited access to the National Grid, makes a solar PV array development not viable. The fifth site, at Locharmoss, Dumfries, at 26 hectares is potentially viable, either as private wire to the Ecodeco MBT Facility, or with a direct connection to the National Grid. The two opportunities for grid connections are both approximately 3-4km from the site but the while the Ecodeco MBT Facility can utilise the output from an adjacent solar PV array, the business case to be developed going forward will look to ensure that a connection to the National Grid is provided. The Council will be looking for consultants that can undertake the develop a full business case for a solar PV array on the Locharmoss facility, the development of tender documentation for the installation of the system and the supervision of the site works, should the business case be positive. Engagement with Scottish Power for a formal G99 grid connection offer will be required. At this stage the Council are looking expression of interest which would detail experience in delivering similar work.
