St Machar’s Cathedral intends to appoint an architect-led multidisciplinary design team which includes: - Architect (Conservation Accredited) - Principal Designer - Civil/Structural Engineer - M&E Services Engineer - Cost Consultant Works includes: - repair/replacement of roof, ceiling cleaning and repairs to stain glass windows. - feasibility study to develop vision for creating cafe & meeting spaces. Please refer to attached Procurement Process Document for full details regarding procurement. St Machar’s will appoint a design team of a quality that will ensure that the works will be to the very highest standard and deliver the vision for the project. All bidders responding to PCS contract notice are to complete the accompanying European Standard Procurement Document (ESPD). This will be assessed by the selection panel for quality to identify bidders to be shortlisted. In accordance with section 2A.17.4 of the ESPD, there is a requirement for bidders to submit separate ESPD responses from the four principal team consultants listed at 1.1 above, but not from other proposed specialist sub consultants. It is a requirement that bidders will have taken all reasonable steps to confirm that all proposed specialist sub consultants are compliant with the exclusion grounds listed in the supporting document ‘Exclusion Grounds’. The completed ESPDs will be scored to establish bidders to proceed to the tender stages. This score will not be carried forward. The scoring framework for the scored questions is attached as a supporting document. The shortlisting of bidders from pre-qualification (ESPD) submissions will be based on criteria which will includes: - Relevant experience of projects (90 points available) - Quality Assurance Standards (10 points available) Bidders are required to provide up to 3 projects/case studies which demonstrate experience in the area’s outlined below: - Refurbishment/repairs to historic buildings. - Alterations/modern interventions to historic buildings. - Projects in value from 500k GBP - 4m GBP.
