Newry, Mourne and Down District Council (NMDDC) Framework for Production Services for the Annual Programme of Tourism Events 2021-2024

Tender description

NMDDC’S objective is to establish pre-qualified supplier lists (hereafter referred to as the ‘Restricted Lists’) who will be asked to quote for Production Services as and when required to ensure:  Delivery of high quality productions  Best value for money is achieved for each Production requirement. To achieve NMDDC’s objective we intend to establish a multi-supplier Framework for Production Services comprised of 3 No. Lots: Lot 1 - Large Scale Production Services - services over £30k Lot 2 - Small Production Services - services up to £30k Lot 3 - Parade Production - services ranging from £10k - £200k Competitive Process A competitive process will be undertaken to establish a Restricted List of suppliers capable of delivering the requirement identified in each Lot. Suppliers may bid for one, all, or any combination of Lots they are capable of delivering. There is no limit to the number of suppliers who can pre-qualify to a Lot’s Restricted List. Those who provide responses which meet at least the minimum requirements will be included on the Restricted List (See Volume 3, Part 2). NMDDC intend to open up the framework to new suppliers/enable new suppliers to be added to the framework by re-releasing the Framework on a semi-regular basis. Suppliers will only need to complete the pre-qualification process once and will not need to reapply every time the Framework is re-advertised; it is only to allow for the admission of new entrants. Mini-competition Process Once the Restricted Lists have been established, as and when the need arises, mini-competitions will take place between the suppliers in the applicable Lot for the requirement. Mini competitions will be awarded on a quality and price basis. In the event whereby only one supplier is successful and is included on a Restricted List, NMDDC may Direct Award any call-off Contract relating to that Lot so long as NMDDC deem that Value for Money (VfM) will be achieved.
