The majority of the existing IÉ freight rolling stock fleet is at or nearing the end of its operational life. IÉ have recently published a strategy development report for rail freight titled “Rail Freight 2040”. The replacement of the existing freight fleet with modern, fit for purpose, TSI compliant rolling stock is central to the delivery of the objectives of the Rail Fleet 2040 report. The overall project objectives are: a. To consult with Stakeholders to establish the freight rolling stock requirements needed to deliver the objectives of the Rail Freight 2040 report. b. To conduct market research to identify potential suppliers and the product offerings available in the market to meet the needs of IÉ and the objectives of the Rail Freight 2040 report. c. To prepare a specification, LCC model & associated technical documents for the following that can be utilised to procure new freight rollingstock during 2023. i. 30 box wagons to transport zinc ore ii. 10-year framework for up to 300 x container freight flat wagons (flat wagons) To achieve the overall project objectives, IÉ is seeking to engage an experienced and qualified Consultant. The Consultant will report to the IÉ Project Manager, or the nominated representative, during the process. The Consultant will be responsible for the management, monitoring and reporting on all progress, scheduling, and cost matters. The Consultant will be expected to chair fortnightly progress update meetings with the IÉ Project Manager and other appropriate attendees. The Consultant must ensure that an appropriately resourced and competent team structure is in place, as required to deliver all services. The roles required to deliver these services must be approved by IÉ and the individuals must be suitably qualified and experienced in the required areas.
