FBC and Procurement Specialist Support for BSW AHA EPR

Summary of the work Take the emerging vision for clinical service provision and progress the FBC for the preferred option concluded in the OBC, of a shared EPR. Procurement support with a partnership approach to produce an Output Based Specification, inline with the procurement strategy, and leading the tendering activities through to contract award. Latest start date Wednesday 30 June 2021 Why the Work is Being Done The completion of an OBC in March 2021 has set out a case for a shared EPR solution across the 3 AHA Trusts, in support of the on-going development of the clinical and workforce strategy for BSW. Much of the focus has been on assessing the benefits of shared lists for elective care; the provision of mutual aid across the three Trusts; and how some of the virtual working models that have emerged during the pandemic can enable a flexible workforce model between the three acute sites. Furthermore, there is a strong desire to standardise care models and pathways pan-BSW to reduce unwarranted variation in care delivery processes and outcomes for patients. Problem to Be Solved Working with key stakeholders, including Medical Directors, Clinicians, Operational leaders, Procurement, Finance and other staff across the three BSW AHA constituent Trusts, to define and document the requirements for a future shared EPR solution, to meet the current and evolving strategic objectives of the BSW AHA Programme. Who Are the Users The users will be the executives, Clinicians and Staff teams from all 3 Acute Trusts. They will need to be engaged in supporting the creation of the FBC to ensure it meets the emerging needs of the organisations and supports the benefits that will be released form undertaking the joint EPR programme. Could the Authority confirm the contract duration, including optional extensions, and if possible the budget? The contract duration is anticipated to be 16 months and the budget allocation is £350,000. 2. Are you looking for a procurement expert to help produce the relevant Invitation to Tender and evaluation documents, as well as the product specification, or simply looking for business analysis support to develop the requirements, working with your own internal procurement team?...or a combination of both?Also, would you expect the individual / team to support through tender evaluation and implementation or is this simply support to formal ITT? we are looking for a combination of both. We would not be expecting the provider to support through implementation. 3. How many specific teams and individuals would you expect to use the ERP solution. If you are referring to the EPR (Electronic Patient Record) it will be approx. 13,000 staff across the three Trusts. 4. What support is available in terms of IT and IT service management – i.e. are you expecting the supplier to consider and document non functional requirements, and to liaise with your internal IT leads or will this be carried out by yourselves? The supplier will work along side a BSW AHA programme manager and local IT teams to cover all aspects of the potential contract. 5. Which ERP solution is used? We don't have an ERP solution. This project relates to our EPR (Electronic Patient Records).The three Trusts have different systems in place currently:RUH - Cerner MillenniumGWH – System CSalisbury – Lorenzo 6. Is there a current incumbent or preferred supplier? The 3 Trusts have different existing EPR solutions and a piece of work has been undertaken as part of the OBC reviewing the suitability of these systems. 7. Can the OBC be shared, so we understand the thinking and evaluation that has been achieved to date, and will be built on for the FBC? The OBC will be shared with the shortlisted suppliers. 8. Is there yet a shared vision that all three trusts will adopt shared procedures/ways-of-working? Yes, and work has commenced on reviewing clinical pathways to support this goal. 9. Has any study been undertaken to understand alignment and gaps in the working procedures for the three trusts in respect of patient data use? Only at a superficial level. In depth mapping will be performed as part of the FBC creation. 10. Referring to the essential skills & experience question “Provide case studies to successful FBC development and supporting EPR procurements” do the case studies have to be presented within the 100 word count limit?If not, what format would do they need to be? An overview is required at this stage so within the 100 limit word count but shortlisted providers will be expected to go into further detail as part of the ITT.
