Summary of the work 10DS are developing products to support the delivery of government priorities, and present evidence and analysis in visually engaging ways for senior decision makers. You will play a key part in leading development of a front-end that is viewed and used by senior decision makers across Government. Specialist role Developer Latest start date Thursday 1 April 2021 Maximum Day Rate £600 Who Speclialist Work With You will work with civil servants in No10's Data Science Team. A unit of the Cabinet Office, the team has a remit to radically improve the way key decisions are informed by data, analysis and evidence, through: i) enabling 10 Downing Street to utilise the best evidence, and cutting-edge data science in policy and decision-making process, ensuring the Prime Minister and staff are intelligent customers of analysis, and embedding a culture of evidence-informed policy; ii) provoking positive change across Central Government, through providing challenge and feedback, and collaborating across Whitehall to drive long-term systems change and collectively solve policy challenges What Specialists Work On You will build interfaces that are clear, usable, efficient, and interactive. You will prototype and build new user interfaces, as well as write and update front-end code to the latest standards. ● build accessible and interactive interfaces to service a range of government needs, taking responsibility for the quality of code you produce ● create interfaces that are based on user needs ● share knowledge of tools and techniques with the teams (both developers and non-developers). ● Work with data scientists to map, produce, transform and test new data services, drawing on the most appropriate tools and techniques. Skills & Experience • experience of front-end development, with detailed knowledge of HTML, CSS and JavaScript. • an awareness of technologies used for web applications, e.g HTTPS, JSON and CDNs, and of Unix-like operating systems, eg Linux and/or Mac OS. • understanding of software design principles, including progressive enhancement. • experience in building robust and accessible interfaces that work for multiple users. • an understanding of front-end web performance. • ability to quickly research and learn new programming tools and techniques. • experience of using testing to validate solutions. • understanding of agile environments and version control. Work Location Much of the work may be completed remotely, though an ability to travel into 10 Downing Street as needed is important. Is there a current incumbent or preferred supplier for this opportunity? No – this is a requirement for new expertise on Front End development 2. How long will the contract be? 3-6 months initially 3. What is the required level of Security Clearance? SC 4. Is security clearance or previous government/Home Office experience required or desirable for this position? SC security clearance will be required. Previous government experience is not necessary. 5. Are you happy to sponsor clearance? Yes 6. How many developers are you looking for? One 7. Can you please determine if this role is inside or outside IR35? This role is considered inside the IR35 rules 8. Once COVID restrictions allow visits to 10DS, on average, how many days per week on would you expect the developer to be in attendance at 10DS? Likely an average of 2 or 3 days per week, though exact arrangements can be discussed with the successful developer 9. Is “Unix-like operating systems” a must have i.e. recently used? Yes: a working knowledge of Linux operating systems is important 10. It’s noted you will sponsor SC however do you prefer for the specialist to have existing SC? In other words, will having SC, or not, be a factor in the evaluation process? No, it will not be a factor in the evaluation process 11. You state that this role is inside IR35 and that the budget is £600 per day. We have a specialist with excellent Govt experience and SC who would break the £600 budget if the role is inside IR35, would they still be considered? Yes - we would still consider this specialist. If successful, the day rate would be capped at £600 per day in line with the advertised max day rate. 12. I thought all specialist roles / outcomes released on Dos are always considered Outside IR35? As we are buying a supply of resource, the off pay-roll rules will apply - ie the role is inside IR35 13. As regards to the opportunity being determined as inside IR35, are you aware all DOS contracts are required to be outside IR35? The buyer and awarded supplier must ensure the call-off contract is operated outside IR35, and it’s perfectly within our controls to do so. Please could your IR35 detrmination be reviewed in light of this. Please contact CCS, Commercial Agreements Manager – Digital, for any clarification and on what DOS clauses support a contract being outside IR35. As we are buying a supply of resource, the off pay-roll rules will and apply, and the role considered inside of IR35 14. Are any particular frameworks, libraries or technologies to be used, such as Vue.js, Angular, React? We use Python, including plotly and dash, so would prefer knowledge of compatible packages and libraries. 15. What is the team structure/size and will the specialist be the sole Front End Developer? The team is currently around 13 FTE, and comprises staff with analytical and data science expertise. This role will be the only Front End Developer. 16. You mention that you expect visits to 10DS once Covid restrictions are listed. Would you consider fully remote working arrangements for this project? We would consider predominantly remote working arrangements, but the ability to travel in to the office, if and when needed, is important. 17. We understand CCS has recently changed their position and “inside IR35” contracts are now allowed on DOS. Given that and your inside IR35 determination, if the successful supplier already employs the specialist and the supplier is not a PSC, how will that operate in terms of payment? Are you going to treat the successful supplier as if we were a PSC and deduct tax from the day rate? No. We will simply require demonstration of tax at source, and confirmation of full employment.
